MLG ON SHORT FINAL TO RWY 18L HAD NMAC WITH AN LTT ON GAR ON RWY 27. LATE NOTIFICATION BY THE TWR.

Narrative

WE WERE EXECUTING THE VISUAL PORTION OF OUR APCH TO RWY 18L AT MEM. WE WERE CLRED TO LAND AND AT 200-300 FT AGL; ABOUT TO PASS OVER RWY 27. FO WAS FLYING AND SPOTTED A RED LTT Y FLYING L TO R IMMEDIATELY IN FRONT OF US AT OUR ALT. FO TURNED SLIGHTLY L AND DSNDED SLIGHTLY TO PASS BEHIND LTT Y. LTT Y DID NOT APPEAR TO SEE US AND APPEARED TO BE FLYING LEVEL DOWN THE RWY ON A GAR FROM HIS APCH TO RWY 27. TWR SAID NOTHING TO US ABOUT IT UNTIL AFTER EVENT WAS OVER; THEN SAID 'GAR TFC ON RWY 27.' MEM RUNS 2 TWRS; 119.7 FOR THE PARALLELS AND 118.3 FOR RWY 27. TWR COORD NEEDS IMPROVEMENT AND SOME PROTECTION FOR GARS ON RWY 27 NEEDS TO BE DEVELOPED WHEN LNDG RWY 18L/R. THIS IS THE SECOND TIME THIS HAS HAPPENED TO ME IN VMC CONDITIONS AT MEM. ADDITIONALLY; WE GOT A TCASII TA AT ABOUT 400-500 FT WHICH I IGNORED DUE TO THE NUMEROUS TARGETS ON THE TCASII SCREEN AND THE NUMEROUS FALSE TCASII WARNINGS I HAVE RECEIVED IN CLOSE TO THE RWY. THIS ONE WAS COMPLETELY CORRECT; BUT I HAVE BEEN CONDITIONED TO IGNORE THESE WARNINGS BECAUSE THEY HAVE ALL BEEN FALSE; GENERATED BY GND ACFT; PARALLEL TFC; ETC; BEFORE.
