CAPT OF AN MLG ACR ACFT FAILED TO SUFFICIENTLY INCREASE TAXI SPD WHEN REQUESTED BY ATC RESULTING IN THE CARRIER'S OPS CTL BEING NOTIFIED BY THE TWR SINCE ANOTHER ACFT TAXIING BEHIND WAS ATTEMPTING TO MEET A 'FLOW TIME.'

Narrative

WHILE TAXIING ON OUTER TXWY J IN THE VICINITY OF 26-J; I RECEIVED A RADIO XMISSION FROM LAX GND CTL TO EXPEDITE MY TAXI TO 8-J/RWY 25R. GND CTL MENTIONED THAT ANOTHER ACFT BEHIND ME HAD A FLOW TIME TO COMPLY WITH FOR DEP. BEFORE RECEIVING THE XMISSION; I WAS TAXIING AT A SPD EQUAL TO A MAN'S FAST WALK (4-5 MPH). UPON ACKNOWLEDGING GND CTL; I ADDED PWR TO INCREASE MY SPD TO 6-7 MPH. MY ACFT TOOK A FEW MOMENTS TO RESPOND TO THE PWR APPLICATION BECAUSE IT WAS QUITE HVY. NO MORE COM OCCURRED BTWN MYSELF AND GND CTL CONCERNING TAXIING SPD AND I WAS CLRED INTO POS FOR TKOF; WITH NO FURTHER INCIDENT. SUBSEQUENTLY; THE LAX ATC TWR CHIEF CONTACTED MY FLT OPS CHIEF PLT ABOUT THIS INCIDENT. I AM FILING THIS NASA ASRS FORM IN THE EVENT THAT THE LAX GND CTL VIOLATES ME FOR FAILURE TO COMPLY WITH ATC INSTRUCTIONS. FACTS BEARING ON THE CASE: 1) I DID INCREASE TAXI SPD TO A VELOCITY THAT I FELT WAS SAFE AND PROPER FOR THE OP OF MY ACFT. 2) MY ACFT HAD A L BRAKE ASSEMBLY THAT WOULD CHATTER; CAUSING AIR FRAME VIBRATIONS WHENEVER THE BRAKES WERE APPLIED. CHATTERING BRAKES ARE MORE OF A PAX CONVENIENCE ITEM THAN A SAFETY ISSUE. HOWEVER; WITH EXCESSIVE SPD DURING TAXI THEN EXCESSIVE CHATTER/AIR FRAME VIBRATION WOULD RESULT WHEN BRAKING WAS APPLIED. BRAKE CHATTERING DOES NOT OCCUR ABOVE 20 MPH.
