ACR ON ARR RTE HAD TCASII RA; RESPONDS.
Narrative
ON THE MAJIC ARR INTO CLT @ 10000 FT WHEN APCH GAVE ME A TURN TO 190 DEGS. I NOTICED TFC 3-5 MI DIRECTLY IN FRONT OF US SLIGHTLY LOW. IT LOOKED LIKE A TWIN. I GLANCED AT TCASII AND SAW A TFC MARK CONSISTENT WITH THE VISUAL TFC AND IT SHOWED ONE HUNDRED FEET BELOW US. I MONITORED THE TCASII FOR A MOMENT AND SAW THE TFC'S ALT GO TO 200 FT BELOW US. APCH HAD ASKED US TO INCREASE OUR SPD ABOVE 250 KTS. THEY DIDN'T SAY WHY; BUT I ASSUMED IT WAS TO PASS THE TFC. THEY HAD NOT CALLED OUT THE TFC TO US. I WAS INTERRUPTED BY A KNOCK ON THE DOOR AND THE 'A' FLT ATTENDANT ENTERING THE COCKPIT. AS I LOOKED OVER MY SHOULDER TO THE FLT ATTENDANT; WE GOT AN RA ON THE TFC TO 'CLB'. THE MARKER SHOWED THE TFC TO BE 400 FT BELOW US WHEN THE FO INITIATED HIS CLB OUT OF 10000. I COULD NO LONGER VISUALLY ACQUIRE THE TFC AND FELT OBLIGATED TO HONOR THE RA. WE CLB UNTIL TCASII GAVE 'MONITOR VERT SPD'; WHICH WAS AT 10800 FT. I RPTED THE RA TO APCH AND DSNDED BACK TO 1000 FT WHEN IT WAS OBVIOUS THE TFC WAS BEHIND US. SUPPLEMENTAL INFO FROM ACN 260649: ACCORDING TO CLT APCH THE TFC WAS VFR AND SUPPOSED TO BE AT 9500 FT. THE ACR FLT BEHIND US ALSO RPTED A TCASII ALERT; I DON'T KNOW IF IT WAS AN RA.
