SMA X UNAUTH PENETRATION OF AIRSPACE NON ADHERENCE TO ATC INSTRUCTION. LANGUAGE BARRIER.
Narrative
THE PLT OF SMA X; C-172; RPTED HE WAS 5 MI SW OF TMB INBOUND FOR A FULL STOP. THE PLT WAS INSTRUCTED TO RPT 3 MI SW FOR L DOWNWIND ENTRY TO RWY 27L. THE PLT WAS ACTUALLY INSIDE THE TMB CLASS 'D' AIRSPACE. THE PLT JOINED DOWNWIND AND WAS TOLD TO FOLLOW ANOTHER SINGLE CESSNA ON THE FINAL AND TO RPT THE TFC IN SIGHT. PLT DID NOT RPT TFC IN SIGHT AND PROCEEDED TO TURN BASE TOO SOON. PLT WAS INSTRUCTED TO CONTINUE ON THE DOWNWIND TO ENSURE SPACING WITH ACFT ON FINAL. PLT TURNED BASE ANYWAY. PLT WAS THEN INSTRUCTED TO MAKE A L 360 DEG TURN TO WHICH HE REPLIED: 'I AM ON FINAL.' SIT ENDED WITHOUT INCIDENT AND WITHOUT LOSS OF RWY SEPARATION. THE PLT HAS ALMOST NO COMPREHENSION OF ENGLISH AND ATC PHRASEOLOGY. I BELIEVE ARROGANCE AND A POOR FLT INSTRUCTOR ARE TO BLAME. PLTS SHOULD HAVE A COMPLETE UNDERSTANDING OF ENGLISH AND ATC PHRASEOLOGY BEFORE THEIR INSTRUCTORS CERTIFY THAT THEY ARE COMPETENT TO FLY AN AIRPLANE. THE FAA SHOULD MAKE A BETTER EFFORT TO KEEP PLTS LIKE THIS FROM ENDANGERING THE FLYING PUBLIC.
