RWY EXCURSION DURING TKOF PROC. TKOF ABORTED.

Narrative

AS WE APPLIED PWR FOR TKOF ON RWY 36R AT CVG; ACFT BEGAN DRIFTING TO THE L. (WINDS WERE 280 AT 10; SOMETIMES AS HIGH AS 13). I BEGAN APPLYING R RUDDER BUT ACFT CONTINUED TO THE L. BY THE TIME I HAD APPLIED FULL R RUDDER AND GOTTEN NO RESPONSE; I DECIDED TO ABORT THE TKOF. I ACCOMPLISHED THE ABORT WITH MAX BRAKING AND REVERSE WITH LITTLE OR NO EFFECT. THE ACFT DEPARTED THE RWY AND ROLLED ABOUT 100 YARDS IN THE SNOW AND STOPPED APPROX 30-40 FT OFF THE W SIDE OF THE RWY. ENG SHUTDOWN WAS ACCOMPLISHED. THERE WERE NO PAX INJURIES AND NO DAMAGE TO THE ACFT. CVG HAD BEEN TAKING OFF AND LNDG TO THE S FOR 2 DAYS AFTER AN ICE AND SNOW STORM AND RWY 18L WAS IN FAIR SHAPE. FOR SOME REASON; THEY CHANGED TO A N OP JUST PRIOR TO OUR TKOF. WE HAD RECEIVED NO BRAKING RPTS FOR RWY 36R. THE VERY END OF THE RWY WAS DRY AND BARE; BUT ONLY ABOUT 100- 200 FT DOWN THE RWY; THE SURFACE WAS COVERED WITH SOLID ICE AND DID NOT APPEAR TO HAVE ANY SAND ON IT. OUTSIDE AIR TEMP WAS MINUS 6 DEGS F. OBVIOUSLY; AS WE STARTED OUR TKOF ROLL; THE ACFT BEGAN TO 'WXVANE' AND SINCE WE DID NOT HAVE SUFFICIENT AIRSPD; THE RUDDER WAS INEFFECTIVE. ALSO; WITH THE ICE-COVERED RWY; THE NOSEWHEEL STEERING AND BRAKES WERE ALSO INEFFECTIVE. I WAS NOT ABLE TO REGAIN CONTROL OF THE ACFT AND WAS ONLY ABLE TO STOP ONCE WE WERE OFF THE SIDE OF THE RWY IN THE SNOW.
