PLT OF A SMA SEL PVT ACFT BACK TAXIED ON ACTIVE RWY WHEN ANOTHER ACFT WAS APCHING TO LAND AT AN UNCTLED ARPT.

Narrative

I WAS READY TO TAXI FROM THE RAMP AT GRIFFITH; IN; ARPT TO RWY 08/26 FOR TKOF ON RWY 26. I NOTICED A CESSNA 150 TAXIING TO RWY 08/26 AND FOLLOWED IT. I ANNOUNCED MY INTENTION ON CTAF TO BACK TAXI ON RWY 26 TO THE END OF RWY AND HEARD NO OTHER TFC ON CTAF. THE CESSNA 150 WAS ALREADY BACK TAXIING ON RWY 26 WHEN I ENTERED THE RWY TO BACK TAXI. WHEN THE CESSNA 150 REACHED THE END OF THE RWY; IT MOVED OFF IT TO RUN-UP AREA. AT THAT TIME I LOOKED UP AND SAW A WHITE PIPER CHEROKEE ON FINAL FOR RWY 26; ABOUT 1 MI AWAY. I CONTINUED TO BACK TAXI ON RWY 26; AND THE PIPER FLEW OVER ME AT ABOUT 200 FT AGL. I THINK HE MADE A LOW APCH; I NEVER HEARD HIM ON THE RADIO. AT THE TIME OF THE INCIDENT IT WAS HAZY BRIGHT SUNSHINE; AND SNOW ON THE GND. I DID NOT SEE THE PIPER UNTIL HE WAS ON SHORT FINAL FOR RWY 26. I WAS SOMEWHAT COMPLACENT SINCE I ASSUMED THE CESSNA 150 HAD CLRED THE AREA FOR TFC BEFORE IT STARTED TO BACK TAXI ON RWY 26; SO I FOLLOWED IT. AGAIN; I DID NOT HEAR ANYBODY ON THE ASSIGNED CTAF FOR GRIFFITH; IN (123.0 MHZ).
