ACR X TCASII RA HAD NMAC WITH SMT Y AND PARACHUTIST. SEE AND AVOID CONCEPT.
Narrative
THE CAPT WAS FLYING ACR X AT 13000 FT ENRTE FROM CHA-ATL JUST N OF ROME ON THE ROME 7 ARR. THE WX WAS CLR BELOW A SOLID OVCST LAYER; BASE ESTIMATED AT LESS THAN 14000 FT. HORIZ VISIBILITY WAS 4-5 MI. WE RECEIVED A CALL FROM ZTL THAT WE HAD OPPOSITE DIRECTION VFR TFC AT 13500 FT CLOSE RANGE. THE TCASII RANGE WAS SWITCHED TO 10 MI; THEN 5 MI; WHERE WE FOUND TFC AT PLUS 400 FT LEVEL AND LESS THAN 5 MI. WE QUICKLY HAD A TA AUDIO; ANOTHER TA; FOLLOWED BY AN RA TO DSND (GREEN FLY TO ARC AT 2000 FT RATE OF DSCNT). THE AUTOPLT WAS DISCONNECTED; AND AS A FIRM DSCNT WAS INITIATED WE VISUALLY ACQUIRED A LIGHT TWIN ENG ACFT ON OUR NOSE OPPOSITE DIRECTION SLIGHTLY HIGH AT APPROX 2 MI DISTANCE. IMMEDIATELY THEREAFTER; A LARGE OBJECT FELL FROM THE OTHER ACFT THAT PLACED THE OBJECT ON A DIRECT COLLISION COURSE WITH OUR ACFT. I BANKED HARD L (60 DEGS TO 70 DEGS ANGLE OF BANK); AND A SKYDIVER PASSED AN ESTIMATED 100 FT - 200 FT TO OUR R AT CO-ALT. WE HAD CONTINUOUS RADIO CONTACT WITH ZTL THROUGHOUT THE INCIDENT; INFORMING THEM OF OUR TCASII DSCNT (LOWEST ALT DSNDED TO WAS APPROX 12000 FT); THE NEAR MISS WITH THE OTHER ACFT AND THE SKYDIVER. WE ASKED ZTL TO MARK THE TAPES AND THAT WE WOULD FILE A CIOR. ACR X CLBED BACK TO 13000 FT; THE SAFETY OF OUR FLT ATTENDANT; PAX; AND ACFT WAS VERIFIED. AFTER LNDG; I CALLED THE ZTL SUPVR ON DUTY. SHE THANKED US FOR OUR HELP; SAID THEY WOULD QUICKLY REVIEW THE TAPES; FILE ANY NECESSARY RPTS AND BE IN TOUCH IF THEY NEEDED ANY ADDITIONAL INFO.
