ACR LTT RAMP CHKED BY ACI; PIC FOUND DEFICIENT IN THAT HE FAILED TO ENTER ACFT EQUIP PROB MALFUNCTION IN LOGBOOK PRIOR TO EXITING ACFT AT RAMP.

Narrative

ON FLT FROM MRY TO LAX WE ENTERED CLOUDS DSNDING THROUGH 31500 FT; PROP DEICE WAS TURNED ON. AFTER ABOUT 5 MINS IT FAILED ON TIMER #1. TIME #2 WAS TURNED ON; IT FAILED AFTER ABOUT 5 MINS ALSO. ARRIVING IN LAX I BRIEFED MECH ON PROB; AND SAID I WOULD GO CALL IT IN TO MAINT CTL MECH STATED HE 'WOULD WRITE UP THE PROB AND WORK ON IT.' AFTER USING RESTROOM AND CALLING MAINT CTL; I STARTED BACK UP TO AIRPLANE; AND MECH MET ME 1/2 WAY THERE. HE STATED THE FAA HAD RAMPED THE AIRPLANE AND HAD BEEN UPSET BECAUSE HE HAD WORKED ON AIRPLANE BEFORE WRITING UP THE DISCREPANCY. WHEN I ARRIVED AT THE ACFT THE INSPECTOR DIDN'T GREET ME BUT IMMEDIATELY ASKED FOR IDENT; LICENSE; AND MEDICAL (WHICH WERE PRESENTED). HE THEN ASKED WHY I HADN'T WRITTEN UP THE ACFT YET AND I EXPLAINED THAT AFTER 1 1/2 HR FLT I NEEDED TO USE THE RESTROOM; AND THAT PER OUR COMPANY OPS MANUAL I HAD GONE DOWNSTAIRS TO NOTIFY MAINT CTL. ALSO; SINCE I HAD NOTIFIED ACFT MECH OF PROB IT WAS HIS RESPONSIBILITY TO ENSURE THE DISCREPANCY WAS WRITTEN UP; PRIOR TO WORKING ON THE ACFT. WHEN THE FAA INSPECTOR WAS FINISHED LOOKING AT MY LICENSE AND HAD NO MORE TO SAY; I WENT IN ACFT AND CHKED THE CAN; AND AT THAT TIME THE MECH HAD ALREADY WRITTEN UP AND SIGNED OFF THE DISCREPANCY.
