COUNTY DECLARED BRAKING ACTION NIL -- CLOSED ARPT FOR RWY SANDING. WHEN THEY OPENED THE ARPT WE LANDED #3. BECAUSE OF XMISSIONS BTWN TWR AND PRECEDING ACFT (NOT BECAUSE OF TWR ADVISING US) WE COULD TELL HE NEEDED MORE TIME TO CLR RWY (WENT TO END) SO WE SLOWED CONSIDERABLY; VERY SLOW IN CLRING. LANDED -- FOUND BRAKING ACTION FAIR TO POOR -- SLOWED 2/3 WAY DOWN RWY TO SLOW TAXI AND COMMITTED TO HIGH SPD TXWY AT A CRAWL. TWR ADVISED FOR FIRST TIME THAT TXWYS PRIOR TO END OF RWY CLOSED. WE ASKED IF THE REASON WAS BECAUSE THEY HAD NOT BEEN SANDED -- AND THAT WE WANTED TO USE THAT HIGH SPEED. TWR REPLY WAS THAT WE COULD TAXI ON IT 'AT OUR OWN RISK;' WHICH WE DID. OUR COMPANY REGS ONLY CLOSE RWYS AND TXWYS FOR NIL BRAKING ACTION RPTED BY OUR COMPANY PLTS. PROB: 1. LACK OF FOREWARNING BY TWR TO CLOSED CONDITION ON HIGH SPD TXWY 2. LACK OF TWR INSTRUCTION TO SLOW BECAUSE OF EXTRA TIME NEEDED BY LNDG ACFT AHEAD OF US. 3. LACK OF TWR KNOWLEDGE OF REAL CONDITIONS. THIS COULD HAVE JEOPARDIZED ACFT BEHIND US IF WE HAD CONTINUED TO END OF RWY(TURNING BACK ON RWY TIME TO GET TO END. FACT: END WAS SLICKER THAN HIGH SPD WE USED - WE RPTED BARKING ACTION FAIR ON THAT TXWY -- PROBS ASSOCIATED WITH THE FOLLOWING ACFT DOING GARS IN FREEZING RAIN BECAUSE OF LACK OF ATC PREPARATION) 4. ATC USE OF COUNTY VEHICLES FOR CONDITION RPTS VS PLT REPORTS OF ACTUAL CONDITIONS.
