2 SMAS HAD AN NMAC ON THE INST APCH TRACK.
Narrative
I WAS ON AN INST FLT PLAN CLRED FOR THE VOR-A APCH INTO EMT. I HAD PASSED KELOG INTXN. I WAS DSNDING FROM 3500 FT TO 2800 FT APCHING AZUSA INTXN. MY SAFETY PLT WAS SITTING IN THE R FRONT SEAT WATCHING FOR TFC. I HAD A 'VISION RESTRICTING' DEVICE ON AS I WAS UNDER SIMULATED IFR. THE OTHER ACFT; A BEECH BONANZA; CAME UP FROM BEHIND AND TO MY L BELOW ME. I HAD BEEN TURNED OVER TO EMT TWR AT THAT TIME BY ONT APCH; SO I DID NOT HAVE ANY WARNING BECAUSE EMT DOES NOT HAVE BRITE RADAR. I SAW SOMETHING MOVE OUT OF THE CORNER OF MY L EYE. WHAT I SAW WAS AN ACFT ABOUT 100-150 FT BELOW ME; ALMOST DIRECTLY UNDER ME; BUT SLIGHTLY TO THE L. I RPTED TO EMT TWR THAT I HAD TFC; THEY SAID THEY DID NOT HAVE RADAR. THE OTHER ACFT CONTINUED ITS CLB AND CROSSED OVER MY FLT PATH. SINCE ITS SPD WAS MUCH GREATER; NO EVASIVE ACTION WAS NECESSARY. THE PLT OF THE OTHER ACFT CALLED EMT REQUESTING E TO W TRANSITION AT 3000 FT THROUGH THE CLASS D AIRSPACE. EMT TOLD HIM ABOUT ME; HE SAID I WAS BEHIND HIM; SO HE SAW ME AS HE PASSED. PROPOSED SOLUTION -- EMT SHOULD HAVE BRITE RADAR TO ALLOW THEM TO SEE TARGETS ON APCH.
