Narrative
DISPATCHED MSP INTL AND DURING TAXI GOT AN 'ANTI-SKID OFF' LIGHT ON FORWARD PANEL. MEL CALLED FOR DISPATCH APPROVAL. CALLED ATL FLT CTL AND GOT THAT APPROVAL; ANTI- SKID SWITCH PLACED IN OFF POS AND STANDARD PROCS FOLLOWED. FO MADE LNDG AND DECELERATED THE ACFT PRIMARILY WITH THRUST REVERSE AND SECONDARILY WITH VERY LIGHT BRAKING. AT 65 KTS I TOOK THE ACFT AND APPLIED BRAKING AT APPROX 60 KTS. ACFT'S NOSE PULLED L 10 DEGS AS IF L BRAKES WERE DRAGGING OR LOCKING. NOSEWHEEL STEERING REQUIRED TO KEEP ACFT ON CTRLINE FOR REMAINDER OF ROLLOUT. ACFT STOPPED ON CTRLINE WITH NOSE COCKED 10 TO 15 DEGS L. NO AMOUNT OF PWR COULD MOVE THE ACFT. FELT LIKE BRAKES WERE LOCKED. ARPT OPS VEHICLE THEN INFORMED US ALL 4 MAIN TIRES WERE BLOWN. TOWED TO GATE. RWY HAD LIGHT ACCUMULATION OF WET SNOW; BUT PAVEMENT AND MARKINGS WERE VISIBLE. BRAKING ACTION RPTED AS FAIR BY PREVIOUS L- 1011. HAVE FLOWN B-737'S SINCE 1984 AND HAVE LANDED WITH ANTI-SKID OFF WITHOUT INCIDENT MORE THAN A COUPLE OF TIMES. PROBABLY WILL GO BACK TO GATE NEXT TIME AND TALK TO LCL MAINT RATHER THAN HANDLE DISPATCH APPROVAL OVER THE VHF WITH ATL FLT CTL.
