Narrative
ACR X AFTER DEPARTING ATL RWY 27R; WE WERE CLBING TO 10000 FT ON A 180 DEG HDG. ATL DEP CTL ISSUED A L TURN TO 090 DEGS CLB TO 14000 FT. PASSING 11700 FT WE GOT A TCASII TA FOLLOWED BY AN RA FOR TFC AT OUR 3 O'CLOCK POS SLIGHTLY ABOVE. DEP TOLD US TO LEVEL AT 12000 FT BUT BY THEN WE WERE THROUGH 12500 FT. WE WERE THEN TOLD TO LEVEL AT 13000 FT WHICH WE DID. WE HAD VISUAL CONTACT WITH THE TFC Y AS SOON AS WE GOT THE INITIAL TA AND WERE ADVISED BY ATC THAT THE TFC HAD US IN SIGHT AS WELL. TCASII COMMANDED A CLB; HOWEVER; BECAUSE WE HAD VISUAL CONTACT WITH THE TFC Y; WE FOLLOWED ATC'S INSTRUCTIONS. NOW THE BAD NEWS: ATL DEP CTL (125.0) WAS VERY BUSY. THE CTLR HAS A DISTINCTIVE VOICE AND HAS BEEN NICKNAMED 'TIRED BLOOD;' 'SLEEPY;' OR 'HAPPY' BECAUSE OF HIS DOUR MANNER AND THE FACT THAT HE NEVER MISSES A CHANCE TO CRITICIZE A PLT. IT IS NOT UNUSUAL TO HEAR A PLT ON THE FREQ MAKE A CAUSTIC COMMENT DIRECTED AT THIS CTLR. THE FREQ WAS VERY; VERY BUSY AND FOR A SHORT TIME; IT SEEMED THAT EVERY XMISSION THE CTLR MADE WAS STEPPED ON. I HAVE NEVER WITNESSED SUCH A BREAKDOWN OF COM. I HAVE NEVER HEARD SO MANY BLOCKED XMISSIONS. I BELIEVE IT IS POSSIBLE THAT SOMEONE ON THE FREQ WAS INTENTIONALLY BLOCKING THE CTLR'S XMISSIONS.OUT OF SPITE. IF THIS IS TRUE; WE HAVE A VERY SERIOUS PROB.
