SPD RESTRICTION NOT MET ON APCH PROC STAR. FLC COMPOSITION.

Narrative

WE WERE CLRED THE ARLIN ARR TO PHX. ARLIN IS 52 W OF THE WILKE VOR 256 DEG RADIAL. WE WERE CLRED TO BE AT ARLIN AT 11000 FT (NORMAL CLRNC). THERE IS ALSO A RESTRICTION TO BE AT 250K BUT IT IS NOT DISPLAYED ON THE ARR BUT RATHER IN THE NOTES. I AM QUITE AWARE OF THE 250K RESTRICTION BUT MY BRAND NEW COPLT MISSED IT. I WAS ON THE RADIO CALLING 'IN RANGE' TO MY OPS. THE COPLT WAS FLYING (HIS LEG) AND HIT ARLIN AT 11000/300K. WHEN I GOT OFF THE RADIO I NOTED THE 300K AND THOUGHT WE MIGHT HAVE BEEN CLRED OF THE SPD RESTRICTION. THAT; HOWEVER; WAS NOT NORMAL FOR AN E LNDG. I PULLED BACK THE PWR AND SAID WE HAD TO BE AT 250K. HE WAS TAKEN ABACK. IT TOOK A FEW SECONDS FOR HIM TO FIND IT IN THE NOTES. A FEW SECONDS LATER APCH ASKED OUR SPD. WE WERE CLOSE TO 250K BY THEN SO I STATED SO. ARRS AND SIDS COME VERY QUICKLY AND OFTEN WE HAVE JUST SECONDS TO NOTE A CHANGE IN PROCS. NOT ALL PLTS ARE REPLETE WITH EXPERIENCE. SIDS AND STARS SHOULD BE WRITTEN TO MAKE IT EASIER FOR THE PLTS TO DIGEST QUICKLY. IMPORTANT ITEMS (RESTRICTIONS) SHOULD BE WRITTEN BOLDLY AT THE POINT REQUIRED AND NEVER IN THE NOTES. ON THE LINE; WE PLTS WRITE THEM IN OURSELVES WHEN THEY'RE HIDDEN IN THE NOTES. SUBTLE CHANGES HIDDEN IN THE NOTES ARE MEANT FOR LAWYERS THAT HAVE LOTS OF TIME TO READ THEM.
