Narrative

AFTER A LATE ARR; ACFT 'QUICK-TURNED' FOR NEXT DEP; PUSHED BACK FOR NEXT FLT ON TIME; BUT THE FUELER PUT INSUFFICIENT FUEL ON BOARD. DUE TO ATC; JUMPSEAT RIDER; AND CLRNC CHANGES WE WERE DISTRACTED DURING THE CHKLIST. FUEL QUANTITY DISCREPANCY NOTICED ON 'TAXI CHKLIST' AFTER ENGS STARTED AND PUSHED FROM GATE. NO FLT OCCURRED; CREW ELECTED TO RETURN TO GATE. STERILE ENVIRONMENT WAS NOT CTLED BY CREW. SUPPLEMENTAL INFO FROM ACN 263402: DISTRS FROM RECEIVING A CLRNC WITH A 'WHEELS UP' TIME AND THE ENSUING DISCUSSION ABOUT WHETHER TO TAXI OR TAKE DELAY AT GATE; ETC. DISTRS FROM JUMPSEAT RIDER ARRIVING WHILE CHKLIST WAS READ. FUELER 'HOOKED UP' BUT LEFT WHEN HE DISCOVERED HE WAS OUT OF FUEL AND NEVER RETURNED. BEING RUSHED TO MAKE AN ON-TIME DEP. CORRECTIVE ACTION: ELIMINATE (DO NOT ALLOW) DISTRS DURING CHKLISTS. READ AND RESPOND TO CHKLISTS LIKE IT'S THE FIRST TIME YOU'VE READ IT OR RESPONDED TO IT. SUPPLEMENTAL INFO FROM ACN 263393: FUEL CHK MISSED DURING CHKLIST DUE TO MULTIPLE CHKLIST INTERRUPTIONS. RESTARTED CHKLIST PICKED UP AFTER FUEL ITEM. 30 MIN GND HOLD DELAY BY ATC. SHUTDOWN EQUIP TO CONSERVE FUEL ON RESTARTING ENGS AND BEFORE TKOF CHKLIST FUEL SHORTAGE DISCOVERED. RETURNED TO GATE; PROPER FUEL BOARDED. AS PIC I WILL BE CHANGING MY PERSONAL PROCS TO INCLUDE A SIGN OFF OF FUEL BOARDED ON ACFT.
