Narrative
ENCOUNTERED A NEAR MISS WITH A LEAR JET. W WERE APPROX 10 NM N OF BARRETTS MOUNTAIN VOR. DURING OUR DSCNT FROM 11000 TO 9000 WE ENCOUNTERED THE FAST MOVER AT 1130 O'CLOCK POS LOW. THE LEAR JET PASSED OUR 12 O'CLOCK POS WHILE MAKING A 60 DEG PLUS BANK EVASIVE MANEUVER; AND PASSED OFF OUR R WING. THE ACFT MISSED US BY APPROX 300 TO 500 FT HORIZ. OUR ALT WAS 9300 MSL. WE ASKED ZTL (121.15) WHERE DID THE TFC COME FROM (WE IMMEDIATELY ASKED ZTL WHERE THE TFC HAD COME FROM). ZTL RESPONDED THAT OUR TFC WAS A LEAR JET LEVEL AT 10500 FT MSL AND 5 NM IN OUR 5 O'CLOCK POS. WE WERE GIVEN NO TA FROM ZTL. THE LEAR HAD BEEN ISSUED A SQUAWK FOR VFR ADVISORIES PRIOR TO OUR ENCOUNTER. THE LEAR WAS ALSO NOT GIVEN ANY TA'S. THE LEAR; WHICH WAS PERFORMING A TEST FLT OFF HKY ARPT; WAS CLBING SO FAST THAT ZTL'S RADAR COULD NOT KEEP UP WITH ITS RATE OF CLB. HIGH PERFORMANCE CLBS VFR MAY BE LEGAL IN THE AREA AROUND BZM VOR; BUT THEY ARE NOT VERY SAFE IN THE AREA JUST N OF BZM VOR. ALL TFC INBOUND TO CLT WILL BE BTWN 9000 AND 11000 FT. SLOWER CLBS ABOVE 8500 FT COULD SAVE A SERIOUS ACCIDENT FROM HAPPENING.
