MLG ENCOUNTERS POOR SNOW REMOVAL FROM TXWY; ABORTS TKOF DUE ENG FOREIGN OBJECT DAMAGE.
Narrative
I ACCOMPLISHED EXTERIOR PREFLT INSPECTION; NOTING THE POOR CONDITION OF THE RAMP. THERE WAS ABOUT 6 INCHES OF WET SNOW AND SLUSH ON THE ENTIRE RAMP AREA. I CHKED THE WINGS FOR CONTAMINATION EXTERNALLY AFTER DOING SO INTERNALLY; THROUGH THE EMER EXIT WINDOWS. I DID NOT NOTICE ANY CONTAMINANTS ON THE WING; AND RPTED THIS TO THE CAPT. ON THE JETWAY; I ASKED A MECH TO PERFORM A PHYSICAL CHK OF THE WINGS. AT PUSHBACK; I TALKED TO AND MONITORED RAMP CTL WHILE THE CAPT TALKED TO THE PUSHBACK CREW. I FAILED TO CONFIRM WITH THE CAPT THAT THE PHYSICAL CHK OF THE WINGS WAS COMPLETE; AS WE WERE CONCERNED WITH THE PROBS OF PUSHING BACK ON VERY POOR RAMP CONDITIONS. AS WE TAXIED; WE REQUIRED ABNORMALLY HIGH PWR TO TAXI; AND DID SO WITH EXTREME CAUTION. THE CAPT THEN TALKED TO GND CTL AND INQUIRED AS TO WHY THIS AREA HAD NOT BEEN PLOWED; AND TO ASK THE ARPT AUTH TO DO SO. WE EXTENDED THE FLAPS AFTER REACHING A PLOWED AREA OF THE TXWY. ON TKOF; PWR WAS SET. ABOUT 80-85 KTS WE HEARD 2 LOUD POPS AND REJECTED THE TKOF. AFTER TAXIING IN; CAPT AND I INSPECTED THE ACFT AND FOUND ALL 3 GEAR PACKED WITH SNOW -- DOORS AND WHEEL WELLS INCLUDED. MAINT ALSO FOUND A PATCH OF SNOW AND ICE _ON THE R WING NEAR THE WING ROOT. R ENG WAS REPLACED. SUPPLEMENTAL INFORMATION FROM ACN 265088: WHILE TAXIING BACK TO THE GATE I TRIED THE R ENG AGAIN. AT ABOUT 1.7 EPR A LOUD RPT AND MASSIVE ENG PWR LOSS WAS NOTED.
