UNAUTH TAXI AFTER PREFLT PROC DEICING.
Narrative
FLT WAS A FOKKER F-100. LIGHT SNOW WAS FALLING; NECESSITATING A DEICE. ENTRY INTO THE WHISKEY PAD WAS UNEVENTFUL; HOWEVER WE WERE DELAYED 10 MINS WAITING FOR AN OPEN BAY. THE CAPT AND I AGREED UPON A HOLDOVER TIME OF 15 MINS. AFTER DEICE; I WAS WRITING DOWN THE REQUIRED POST APPLICATION RPT; ACKNOWLEDGING THE RPT; AND SETTING A COUNTDOWN TIMER FOR THE HOLDOVER TIME. WHILE MY HEAD WAS INSIDE; THE CAPT STARTED TO TAXI OUT OF THE PAD. I ASKED HIM IF HE HAD CALLED GND CTL ON THE #1 COM. HE DID NOT. WE WERE ALREADY ON THE WHISKEY TXWY WHEN I CALLED GND. THE CTLR WAS NOTABLY PEEVED. (THE CAPT NEED TAXI ONLY 100 FT TO INCUR THE CTLED AREA.) THIS IS NOT THE FIRST TIME I HAVE BEEN INVOLVED IN SUCH AN INCIDENT. PRIOR TO BEING DEICED; I RELATED MY EXPERIENCES TO THE CAPT -- A SAFETY COMMITTEE OFFICER! YET HE DID THE SAME THING. THE REASON IS SIMPLE -- TIME. AFTER BEING DEICED; WE ONLY HAVE 15 MINS TO GET AIRBORNE. OTHERWISE WE NEED AN EXTERNAL INSPECTION. THIS CAN ONLY BE ACCOMPLISHED AT THE DEICE PAD. THE CAPTS KNOW THAT IF THEY DON'T 'AGGRESSIVELY' MOVE; THEY WILL SPEND ALL DAY TAXIING IN CIRCLES TO GET DEICED. WHEN THE GNDED CTL FREQ IS SATURATED; WE DON'T HAVE 3 MINS TO SPARE WAITING TO GET A WORD IN. AS FLT EXITED THE PAD; THERE WERE 5 ACFT IN FRONT OF US. REMEMBER THAT 15 MINS ON THE COUNTDOWN TIMER? WHEN FLT WAS CLRED FOR TKOF; ONLY 42 SECONDS REMAINED.
