SMA AT NON TWR ARPT HAS NMAC IN TFC PATTERN.

Narrative

UPON REACHING THE TOLL PLAZA AT THE SAN MATEO BRIDGE; WE MADE VISUAL CONTACT OF SAN CARLOS ARPT AND REQUESTED A FREQ CHANGE. BAY APCH APPROVED OUR REQUEST. AT THIS POINT WE RPTED 10 MI OUT AT THE TOLL PLAZA AND REQUESTED FIELD ADVISORIES ON THE CTAF FOR SAN CARLOS 119.0 AND RECEIVED NEGATIVE RESPONSE. WE PROCEEDED TO MAKE THE SAME REQUEST FROM MID SPAN SAN MATEO BRIDGE AND HEARD; 'WINDS CALM AND USE THE RWY OF YOUR CHOICE.' AND MOMENTS LATER WE RECOGNIZED THE VOICE OF ARPT ONE; AS HE COMPLIMENTED THE VIRTUES OF THE V-TAIL BONANZA. WE THEN RPTED ON A R 45 DEG ENTRY TO THE DOWNWIND LEG OF RWY 30; THERE APPEARED TO BE NO OTHER ACFT IN THE PATTERN. WE THEN RPTED TURNING R BASE FOR RWY 30 AND IN TURN RPTED 1 MI FINAL. WE RECEIVED A XMISSION THAT 2 ACFT APPEARED TO BE CONVERGING. WE LOOKED AROUND AND SAW NOTHING; DUE TO THE FACT THAT NO OTHER RADIO CALLS WERE MADE FROM ANOTHER ACFT; NO VISUAL CONTACT WAS MADE; CONSIDERING HIS EARLIER REMARKS; THE TONE OF HIS VOICE WHICH HAD NO URGENCY. WE THOUGHT THAT HE WAS BEING FACETIOUS. WE LANDED THE AIRPLANE; RPTED CLR OF THE ACTIVE RWY; RECEIVED A XMISSION THAT THERE WOULD BE AN INCIDENT RPT; AT WHICH TIME WE NOTICED AN AIRPLANE ON FINAL. WE TAXIED TO OUR TIE-DOWN AND STILL HEARD NO RADIO CALL. AN AIRPLANE THEN LANDED. SARATOGA ONE TOLD US THAT THE RADIOS IN SMA Y WERE FUNCTIONAL; BUT HE DID NOT HEAR THEM MAKE ANY RADIO CALLS EITHER. KEY FACTS: 1) THE SARATOGA DID NOT MAKE ANY RADIO CALLS. 2) THE SARATOGA DID NOT MAKE A STANDARD ENTRY INTO THE PATTERN. 3) WE MADE THE PROPER ENTRY TO THE PATTERN AND CALLED OUT OUR POS IN ACCORDANCE WITH THE RULES AND REGS.
