FORMATION FLT CONSIDERED TO BE AN NMAC AT A NON TWR ARPT. DEP ARR TFC.
Narrative
STUDENT AND I WERE DOING TFC PATTERN OPS AT FLAGLER COUNTY ARPT (X47). WE WERE #1 FOR TKOF HOLDING SHORT OF RWY 6 AT THE MARKED HOLD LINE. A MOONEY M20S WAS ON FINAL. ANOTHER ACFT CALLED THAT HE WAS ENTERING THE DOWNWIND AND SELF ANNOUNCED A TOUCH-AND-GO FOR RWY 6. THIS ACFT IDENTED HIMSELF AS A PIPER. I REPLIED ON UNICOM THAT TOUCH-AND-GOES NOT PERMITTED AT X47 PER ARPT FACILITIES DIRECTORY. THERE WAS NO ACKNOWLEDGEMENT TO THAT XMISSION. AFTER THE M20S CROSSED THE THRESHOLD I PROMPTED MY STUDENT TO TAXI CLOSER TO THE RWY BECAUSE FROM THE MARKED HOLD LINE TREES BLOCK VIEWING THE FINAL APCH PATH TO RWY 6. WE TAXIED UP; BUT NOT YET ON RWY 6. I NOW COULD SEE THE FINAL APCH WAS CLR AND PART OF BASE LEG CLR. I HAD MY STUDENT CONTINUE THE TAXI ONTO THE RWY BECAUSE THE M20S WAS CLRING AT A TXWY. AS HE STARTED TO ALIGN HIMSELF WITH THE CTRLINE I NOTICED THE PIPER ON A VERY TIGHT BASE TO FINAL TURN. SINCE THE M20S WAS NOW CLR I TOLD MY STUDENT TO KEEP IT ROLLING AND I FELT THE PIPER WOULD HAVE PLENTY OF SEPARATION TO LAND. AT ABOUT 200 FT AGL ANOTHER AIRPLANE'S PLT; WHO WAS HOLDING SHORT OF RWY 6; SAID 'WATCH OUT; HE'S GOING AROUND AND IS RIGHT BEHIND YOU.' I TOLD MY STUDENT TO KEEP FLYING STRAIGHT OUT AND TO CLEAN THE AIRPLANE UP AS I SEARCHED FOR TFC. I LOOKED L AND THEN R AND SAW NOTHING. WHEN I LOOKED L AGAIN; THE PIPER WAS AT MY ALT; RIGHT OFF MY L WING (IN CLOSE FORMATION). HE WAS DOING SO TO EITHER MAKE A POINT OR GET MY N-NUMBER. THE PLT OF THE PIPER THEN STARTED USING THE UNICOM TO START MAKING THREATS. I IGNORED MOST OF HIS XMISSIONS BUT DID REPLY HE COULD CONTACT MY COMPANY IF HE THOUGHT THERE WAS A PROB. (I REPLIED ONLY AFTER HE HAD TURNED L XWIND AND WAS NO LONGER IN CLOSE PROX TO ME.) A WITNESS LATER TOLD ME THAT WE WERE CLRLY AIRBORNE AND CLBING OUT AT ABOUT 100 FT AGL WHEN THE PIPER CROSSED THE THRESHOLD. HE (THE WITNESS); AS I; FELT THERE WAS SAFE SEPARATION BTWN MY TKOF AND HIS LNDG. THE PLT OF THE PIPER CLRLY VIOLATED A FEW FARS TO RETALIATE FOR WHAT HE PRESUMED TO BE NOT ENOUGH SEPARATION BTWN OUR TKOF AND HIS LNDG. BY PASSING ME ON MY L IN A L TFC PATTERN WAS VERY UNSAFE; BUT OPERATING IN CLOSE PROX (FORMATION) WAS ALSO CARELESS.
