ACR X HAD CONFLICT WITH VFR ACFT EVASIVE ACTION TAKEN. SEE AND AVOID CONCEPT.

Narrative

ATX X JETSTREAM WAS INBOUND TO RWY 16 (VISUAL APCH). I NOTICED AN ACFT THAT WAS 6 MI N OF EUGENE CLBING (MODE C) SQUAWKING 1200. I ISSUED THE TFC TO X WHO WAS 15 MI N OF THE ARPT DSNDING OUT OF 4500 FT. THE JETSTREAM CREW THEN SOUNDED VERY CONCERNED AND APPEARED TO SLOW THEIR DSCNT AND THEN LEVELED OFF AT 3800 FT. THE JETSTREAM RPTED THE TFC IN SIGHT AS THEY PASSED DIRECTLY OVER THE C182 WHO WAS NOW INDICATING 3000 FT. IF EUGENE HAD CLASS C AIRSPACE AS OPPOSED TO OUR CURRENT CLASS D; THESE ACFT WOULD HAVE BEEN POSITIVELY SEPARATED. THIS TYPE OF SIT IS A DAILY OCCURRENCE AT EUGENE; WHICH IS VERY FRIGHTENING TO THE CTLRS WHO WITNESS UNSAFE SITS DAY IN AND DAY OUT. WE HAVE 358000 PAX ENPLANEMENTS ANNUALLY AND THE REQUIREMENT FOR CLASS C IS ONLY 250000 PER YRS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE FACILITY MGMNT HAD REQUESTED CLASS C AIRSPACE AND WAS TURNED DOWN BECAUSE OF NOT MEETING THE REQUIREMENT OF 75000 INST OPS PER YR. GA USER GROUPS WERE FIGHTING A CLASS C AIRSPACE.
