2 SMA'S HAD AN NMAC ON THE CNO TFC PATTERN.

Narrative

I WAS CLRED FOR TKOF RWY 21 CNO ON AN IFR FLT PLAN TO CRQ. THE CLRNC READ; 'AFTER DEP; DIRECT PARADISE VOR.' THIS REQUIRED A L XWIND TURN (STANDARD FOR CLOSED TFC AT CNO). AT APPROX 1000 FT MSL (400 FT AGL); I BEGAN MY XWIND TURN. UPON LEVELING OUT AT 1100 FT MSL (500 AGL) ON XWIND; I NOTED AN ACFT PASS DIRECTLY UNDERNEATH ME; HEADED TOWARD THE ARPT. I ASKED THE CTL TWR IF THEY KNEW THIS ACFT WAS THERE; AND THEY SAID NO. I ASKED THEM IF THEY WERE IN RADIO CONTACT WITH THE PLT AND THEY SAID NO. I REQUESTED THAT THE TWR CTLR; WHEN ESTABLISHING RADIO CONTACT WITH THE PLT; TO TELL HIM/HER THAT HE IS AN IDIOT. THE TWR CTLR SAID SHE COULDN'T HONOR THAT REQUEST. UPON REACHING MY DEST ABOUT 45 MINS LATER; I CALLED CNO TWR TO SEE IF THEY HAD THE 'N' NUMBER OF THIS ACFT; AND THEY DID NOT. THE CTLR THAT I SPOKE WITH ON THE PHONE (NOT THE ORIGINAL CTLR) SAID IT HAD BEEN A BUSY AND CRAZY MORNING. HE STATED THAT ONE ACFT LANDED AT THE ARPT WITHOUT MAKING ANY RADIO CONTACT WITH ANYONE (I WONDER IF THIS IS THE SAME PLANE I HAD THE CONFLICT WITH) AND ANOTHER HAD TAKEN OFF FULL LENGTH RWY 21 WITHOUT GETTING TWR CLRNC (SIMULTANEOUS USE RWYS 21 AND 26 INTERSECTING!!)
