Synopsis

PLT OF SMA SEL BANNER TOWING ACFT LOST CTL OF THE ACFT DURING LNDG DUE TO THE BANNER TOWING LINE BECOMING CAUGHT ON THE TAIL WHEEL; RESULTING IN A HARD LNDG WHEN THE BANNER CAUGHT ON RWY BOUNDARY LIGHT DURING APCH TO LNDG. THE ACFT RECEIVED MINOR DAMAGE TO 1 WHEEL BRAKE LINE.

Narrative

PURPOSE OF FLT BANNER TOW FROM RBD TO ARLINGTON STADIUM. AFTER TKOF; THE TOW HOOK WAS RELEASED AND A BANNER PICKUP WAS MADE. AFTER THE PICKUP WAS MADE; THE RUDDER DEFLECTED FULL L. THE L TFC PATTERN WAS MADE WHILE CONTACT WAS MADE WITH RBD TWR TO MAKE A LOW PASS AND DROP THE BANNER. THE PASS WAS MADE AND THE BANNER WOULD NOT RELEASE FROM THE ACFT. (NOTE THE LOW PASS WAS MADE ON RWY 17.) A SLOW R TURN WAS MADE TO STAY OVER ARPT PROPERTY AND ALSO SETUP FOR R DOWN WIND FOR RWY 13. WINDS WERE FROM THE S AT APPROX 12 TO 15 KTS. THE LNDG WAS MADE ON THE FAR R SIDE OF RWY 13 AND THE WIND BLEW THE BANNER INTO A RWY LIGHT AT WHICH TIME THE AIRSPD SLOWED VERY FAST AND A HARD LNDG WAS MADE. THE RWY LIGHT WAS REMOVED FROM ITS POST BY THE BANNER AND AFTER STOPPING ON RWY 13; AN INSPECTION WAS MADE OF THE ACFT AND THE TOW LINE WAS FOUND WRAPPED AROUND THE WHEEL. I REMOVED THE TOW LINE FROM THE TAIL WHEEL AND TAXIED BACK TO THE HANGAR AND FOUND THAT THE HARD LNDG CAUSED THE R HAND BRAKE LINE TO CRACK AND LEAK. NO OTHER DAMAGE WAS FOUND. THE NEXT TIME (IF IT SHOULD HAPPEN) I WILL REQUEST A LNDG INTO THE WIND REGARDLESS OF TFC. THIS WOULD HAVE KEPT THE BANNER ON THE RWY AND WOULD NOT HAVE CAUSED ANY DAMAGE TO THE ACFT OR RWY LIGHTS.
