Narrative
I WAS WORKING LCL CTL AT EYW ATCT. ATX X E120 ON 1/2 MI FINAL FOR RWY 27 AT EYW HAD RECEIVED A LNDG CLRNC. NQX APCH REQUEST COORD FOR A C9 MIL Y TO TRANSITION THE E SIDE OF THE EYW AIRSPACE WITH THIS C9 FOR R BASE ENTRY TO RWY AT NQX. THIS COORD WAS APPROVED INITIALLY BY THE FLT DIRECTOR GND CTL SPECIALIST AND AS HE RELAYED THE PERFORMED COORD TO ME; I OBSERVED THE C9 IN CLOSE PROX TO THE E120. THIS COORD REQUEST WAS PERFORMED WELL AFTER THE C9 HAD ENTERED MY AIRSPACE (COORD BY NQX NOT PERFORMED IN A TIMELY MATTER) AND GND CTL PREAPPROVED THIS COORD WITHOUT FIRST ASKING MY APPROVAL. IT SHOULD BE NOTED THAT ATX X WAS ADVISED ON FIRST CALL ABOUT MIL TFC CIRCLING THE NQX FIELD; AND ATX X WAS ADVISED TWICE TO REMAIN CLR OF NQX'S AIRSPACE. AFTER ATX X TAXIED TO THE RAMP; HE TOLD GND CTL THAT THE C9 HAD BEEN IN CLOSE PROX TO HIM. ATX X REQUESTED TO KNOW WHY EYW WAS ACTIVE RWY 27 AND NQX WAS ACTIVE RWY 7. ATX X WAS ADVISED THAT THE WINDS AT EYW WERE APPROX 330 AT 10 KTS; BUT NQX WINDS WERE 030 AT 5 KTS. EYW IS NON RADAR; THE NQX NAVAL AIR STATION IS 3.5 MI E OF THE APCH END OF RWY 27. THIS CLOSE PROX PRESENTS A COMPLEX AIRSPACE SIT. DUE TO NON RADAR AT EYW; I COULD NOT SEE THE C9 TFC UNTIL IT WAS IN CLOSE PROX TO ATX X; AND BY THE TIME I OBSERVED THE C9 ATX Y WAS ON SHORT FINAL FOR RWY 27; AND THE C9 HAD TURNED EBOUND TO LAND AT RWY 7.
