FLT ENRTE VFR FROM SWF TO JFK ON 4/XX/94. CAPT WAS A CHK AIRMAN WHO MANDATED VFR FLT WITHOUT USE OF COCKPIT RESOURCE MGMNT. I'M NOT SURE IF CAPT COORDINATED WITH DISPATCH WHO ISSUED AN IFR PART 121 RELEASE SWF-JFK. ENRTE VFR AT 8500 FT MSL; ABOUT TO CROSS OVER LONG ISLAND SOUND 5 MI W OF BDR TO DPK; ATC ADVISED US OF AN ACFT AT OUR 10 O'CLOCK AND 5 MI VFR DSNDING TO CROSS. HE RPTED US IN SIGHT AND CONTINUED HIS VFR DSCNT. APPROX 10 TO 15 SECONDS LATER; WE RECEIVED A TCASII TA FOLLOWED BY A TCASII RA 'CONFLICT CLB; CLB.' IT WAS MY LEG AND DEVIATED IMMEDIATELY FROM 8500 TO 9000 FT TO CLR DSNDING TFC WHO PASSED 1/2 MI BEHIND US AT OUR ALT. WX CLR; VMC CONDITIONS. PROBS: CAPT DID NOT USE COCKPIT RESOURCE MGMNT. CAPT DID NOT COORDINATE VFR FLT PLANS WITH DISPATCH. CAPT DID NOT EVER ACKNOWLEDGE CONVERGING TFC OR CONFLICT. SOLUTIONS: BTWN BOS AND DCA IS MOST TRAVELLED CORRIDOR IN UNITED STATES. VFR SHOULD BE RESTR TO GA ACFT ONLY. ACR; BOTH 121 AND 135; SHOULD BE RESTR TO IFR FLT ONLY; ESPECIALLY 121 ACFT. ACR COCKPIT RESOURCE MGMNT SHOULD MANDATE COMFORT LEVELS OF CREWS OPERATING UNDER VFR.
