ACR X HAD CONFLICT WITH MIL T1 IN ATA. SEE AND AVOID CONCEPT.

Narrative

I RPTED LAST YR ABOUT THE TEMPORARY RADAR APCH CTL RUN BY THE USMC. THIS YR WE ARE FORCED TO ACCEPT THE USAF RADAR APCH CTL. THIS NEAR MISS HAPPENED BECAUSE OF LACK OF EXPERIENCE WITH THE USAF CTLRS. THE ATC TAPE WAS PULLED AND LISTENED TO AND THE DISTANCE OF 200 FT VERT AND 600 FT HORIZ WAS RPTED BY THE OTHER ACFT; AN MTR T1 USING TCASII. ACR X WAS ON IFR FLT PLAN FROM DFW-ROW. MTR Y WAS A T1 IN L CLOSED TFC RWY 21. THE TEMPORARY APCH CTL MADE A LATE HDOF TO ROW ATCT AND T1 FLEW UNDERNEATH X. I WAS LOOKING OUT THE L SIDE WINDOW AND SAW THE T1 RIGHT UNDER OUR ACFT. BOTH ACFT MADE EVASIVE MANEUVERS AND THE T1 COMPLAINED TO THE CTL TWR ABOUT HOW CLOSE THE AIRPLANES CAME TO EACH OTHER. I REVIEWED THE TAPE AND HEARD THE 200 FT VERT AND 600 FT HORIZ RPT. I TALKED WITH THE PLT OF X WHO WAS UPSET BUT DECLINED TO FILE A NEAR MISS RPT. THE TEMPORARY APCHS ARE A TERRIBLE IDEA. THE SVC IS POOR AND SAFETY IS COMPROMISED. THE FAA RECENTLY APPROVED A RADAR APCH CTL TO BE WORKED AT ROSWELL. THIS PROJECT NEEDS TO BE EXPEDITED AS MUCH AS POSSIBLE.
