LOW DEP TURN OVER TWR CAUSES TWR CTLR TO INSIST ON FLC ATC REVIEW WITH PLT OF SMT. CONVERGING TFC.
Narrative
I HELD L19 FOR AND WAS TOLD BY THE GND CTLR THAT THERE WOULD BE SOME DELAY IN ISSUING MY IFR CLRNC. I ADVISED THEM THAT I WOULD DEPART VFR AND PICK UP IFR CLRNC FROM SEYMOUR JOHNSON AFB IN THE AIR. GND ADVISES ME TO TAXI TO RWY 5 IN FRONT OF THE L19. WHILE TAXIING TO RWY 5; L19 ASK GND (CTLR WAS WORKING BOTH GND AND TWR) FOR AN INTXN TKOF. L19 DEPARTED RWY 5 FIRST AT AN INTXN CLOSE TO THE APCH END OF 5. I CALLED READY FOR DEP. TWR ASK L19 TO 'SAY YOUR DIRECTION OF FLT.' NO RESPONSE. TWR ASK ME 'SAY YOU'VE DIRECTION OF FLT.' I RESPOND 200 DEGS. TWR CLRS ME FOR TKOF WITH A R TURN ON COURSE APPROVED. TWR AGAIN ASKED THE AIRBORNE L19; 'L19 SAY YOUR DIRECTION OF FLT.' L19 THEN REPLIES 180 DEG. TWR REPLIES R TURN ON COURSE APPROVED. AT THAT MOMENT I REALIZED THAT L19 DIDN'T KNOW WHERE I WAS AND THE ISO TWR HADN'T APPARENTLY NOTICED THAT THE 2 ACFT WOULD BE CONVERGING VERY VERY SOON. L19 TURNED TO HIS 180 DEG HDG. I WAS GIVEN MY TKOF AND TURN CLRNC FIRST. I WAS ALREADY IN MY R TURN WHEN I SAW THE L19 BEGIN HIS TURN IN MY DIRECTION TOO! I IMMEDIATELY TURNED FURTHER R TO INSURE THAT OLE L19 AND MYSELF WOULD NOT BECOME ANOTHER POPE AFB TRAGEDY. I WAS CLOSING ON THE L19 VERY RAPIDLY. I CONTINUED THE FLT ON TO ILM UNEVENTFUL AFTER BEING TOLD BY ISO TWR TO CONTACT SEYMOUR JOHNSON FOR MY IFR CLRNC. NOTHING WAS COMMUNICATED FROM THE ISO TWR AS TO WHY I HAD TURNED MY ACFT SO SUDDENLY. WHEN I LANDED AT ILM THE TWR ASKED ME TO 'CALL THE ISO TWR.' I DID AND WAS TOLD THAT THEY WERE DISPLEASED WITH MY TURNOUT AND LOW PASS OVER THE TWR AND TERMINAL BUILDING. I WOULD JUST LIKE TO SAY THAT I DO NOT DO LOW STEEP BANK TURNOUTS ANYWHERE MUCH LESS AT AN ATC FACILITY UNLESS AN INFLT EMER REQUIRES ONE (FAR 91.3 (B)). IN MY OPINION; THE ISO TWR CLRED A FASTER AIRPLANE (ME) FOR TKOF MUCH TOO SOON BEHIND A SLOWER AIRPLANE. I WOULD HAVE NORMALLY DECLINED THE TKOF CLRNC EXCEPT THAT I HAD BEEN CLRED FOR A R TURN OUT AND L19 HADN'T AND HE WAS STILL ON RWY HDG. I DETEST ISO TWR ATTEMPTING TO IMPLICATE ME FOR SOMETHING THAT WAS CLEARLY THEIR MISTAKE.
