Narrative
I WAS TRAINING A DEVELOPMENTAL ON THE RADAR POS. ACFT X HAD DEPARTED ATW; VECTORS AROUND ACTIVE MIL AIRSPACE; CLBING TO 90. (ACFT WAS REQUESTING 160; UNABLE DUE TO CONFLICTING ACFT Y AT 100). ACFT WERE AT 90 AND 100 WITHIN 2 MI OF EACH OTHER. Y REQUESTED LOWER DUE TO THE FACT THEY WERE ABOUT 30 MI FROM THEIR DEST. DEVELOPMENTAL UNABLED THE REQUEST; STATING TFC; 10 O'CLOCK; 90 NWBOUND. DEVELOPMENTAL THEN RECLRED X TO PROCEED ON COURSE AND ISSUED A CLB TO 140. I WAS MAKING NOTE OF THE SIT TO DISCUSS WITH HIM LATER; LISTENING TO THE CLRNC. I WAS SHOCKED TO HEAR HIM CLB THE ACFT. BEFORE I WAS ABLE TO KEY MY MIKE; THE PLT WAS GIVING A READBACK. I TOLD DEVELOPMENTAL TO KEEP THEM AT 90. AS SOON AS PLT FINISHED READBACK HE ATTEMPTED TO STOP THEM AT 90. OTHER TFC ON FREQ BLOCKED HIS XMISSION. THIRD ATTEMPT WAS SUCCESSFUL; BUT ACFT WAS AT 93; THUS LOSS OF SEPARATION. CURRENT TRAINING PROGRAM ALLOWS TOO MANY MARGINAL TRAINEES TO REACH THE CTL ROOM FLOOR FOR OJT. OKLAHOMA CITY COULD CHANGE THEIR PROGRAM (LIKE IT USED TO BE) AND REINSTITUTE A PASS/FAIL PROGRAM AT ENRTE CTRS FOR THE PHASE 8 NON RADAR TRAINING TO IDENT OR REMOVE MARGINAL TRAINEES.
