MIL X SAME ALT ASSIGNED HAD LTSS FROM ACR Y. SYS ERROR.
Narrative
I WAS WORKING DEP RADAR E AT MCO ATCT. I HAD JUST ASSUMED CTL OF THE POS AFTER A POS RELIEF BRIEFING. DURING THE BRIEFING A RADAR HDOF WAS ACCEPTED FROM PATRICK AFB RAPCON ON MIL X; A T-34; IFR AT 5000 WBOUND; REQUESTING 8000. UPON ASSUMING THE RADAR POS I TOOK A RADAR HDOF ON ACR Y; MD88; IFR FROM MLB TO ATL; CLBING TO 5000 (PER LOA); REQUESTING FL310. WHEN I TOOK THE HDOF ON Y; THE ACFT WERE 5 TO 6 NM APART AND ON APPROX PARALLEL TRACKS. THE LOA CALLS FOR JETS OFF MLB NBOUND OVER ORL TO BE AT 5000 DIRECT TO ORL. IN THIS SIT WITH THE T-34 N OF Y LEVEL AT 5000 I EXPECTED Y TO STAY ON A PARALLEL HDG. I COULD NOT CLB THE T-34 BECAUSE HE WAS UNDER ANOTHER SECTOR'S AIRSPACE. THE TRACK ON ACR Y TURNED TOWARD MIL X. THE TRACKS WERE NOW CONVERGING; BOTH ACFT LEVEL AT 5000. THE CTLR WHO WAS RELIEVED ATTEMPTED TO COORDINATE WITH PATRICK AFB TO TAKE ACTION TO CORRECT THE SIT. AT THAT TIME; ACR Y MADE INITIAL CONTACT ON MY FREQ. I IMMEDIATELY ISSUED CLRNC TO CLB TO 8000 TO Y. I ESTIMATE THE ACFT WERE 400 FT AND 2 MI AT THE CLOSEST POINT. THE LOSS OF STANDARD SEPARATION OCCURRED IN PATRICK AFB AIRSPACE. IT IS MY OPINION THIS SIT OCCURRED BECAUSE OF THE ACTIONS OF THE PATRICK AFB CTLR. MYSELF AND THE CTLR I RELIEVED TOOK EVERY POSSIBLE ACTION TO CORRECT THE SIT.
