Narrative

ON RTING CLBOUT FROM MSP; WE RECEIVED CLRNC TO 17000 FT WHILE HDG 060 DEGS. PASSING 5000 FT WE NOTED A TA TCASII AT 10 O'CLOCK AND 4-5 MI INDICATING PLUS 2000 FT. WITH A CLB RATE OF 4000 FPM; WE RECEIVED A CLRNC TO LEVEL AT 6000 FT WHILE PASSING 5800 FT. WHILE ATTEMPTING TO LEVEL OFF AT 6000 FT; WE CLBED TO 6600 FT DUE TO OUR HIGH RATE OF CLB. WHILE DSNDING BACK TO 6000 FT WITH THE AUTOPLT ON ; WE RECEIVED AN RA TO CLB. THE VSI HAD A RED INDICATION FROM PLUS 500 FPM HASHMARK ALL THE WAY DOWN INTO THE ENTIRE DSCNT RANGE. WE DISCONNECTED THE AUTOPLT AND MANUALLY FLEW SO AS TO HONOR THE RA AND CLBED INTO THE GREEN BAND ON THE VSI. THE ACFT IN CONFLICT WAS VISUALLY IN SIGHT THROUGHOUT THE RA AND PASSED BEHIND AND BELOW US. OUR ALT WHEN CLR OF CONFLICT WAS APPROX 8000 FT. THE CONTRIBUTING FACTOR TO THIS SIT WAS ATC GIVING US A LEVEL-OFF 200 FT BEFORE THE ALT; WITH OUR RATE OF CLB IN EXCESS OF 4000 FPM. WHEN FACED WITH AN ATC CLRNC THAT CONFLICTS WITH AN RA AND VISUAL SEPARATION JUDGEMENTS; WE HAD NO CHOICE BUT TO AVOID THE TFC CONFLICT AND CONTINUE OUR CLB AND GET A FURTHER CLRNC LATER.
