LOSS OF ACFT CTL ON LNDG PROC ROLLOUT.
Narrative
I WAS FLYING AN ACFT FOR JUMP CTR AS A PVT OPERATOR TO BUILD EXPERIENCE. DURING LNDG STRONG WINDS CAUSED MY ACFT TO VEER OFF RWY 12 TO THE L SIDE. THE FINAL WIND RPT WAS 160/25 AND LNDG ON RWY 12 THIS DID NOT EXCEED THE XWIND COMPONENT OF THE ACFT; BUT WITH THE MINIMUM AMOUNT OF TIME I HAD FLYING THE ACFT; THE WIND EXCEEDED MY CAPABILITIES. I TOUCHED DOWN ON THE CTRLINE OF THE RWY AND HAD ALL PWR OFF AND FULL CTLS INTO THE WIND. THE ACFT LEVELED AND THEN SLID SIDEWAYS L WITH THE NOSE STRAIGHT. I WAS OPERATING UNDER PART 91 WITH A PVT TICKET AND NOW I'M TOLD EVEN THOUGH I'M NOT BEING COMPENSATED; I STILL SHOULD HAVE HAD A COMMERCIAL TICKET. I'M STILL NOT CLR ON THIS ISSUE. FOR THE LNDG; THE SAME DAY I WENT OUT IN THE SAME WIND CONDITIONS WITH AN INSTRUCTOR PLT. WE DID SEVERAL APCHS AND EVEN THOUGH THIS TIME THE ACFT USED WAS A MOONEY (M203) HE DESCRIBED THE PROCS TO BE USED WERE THE SAME. MY PROBS WERE: I LANDED WITH TOO SLOW AN AIRSPD AND DID NOT MAKE A PROPER DECISION TO GAR AT A CRITICAL MOMENT. AFTER PRACTICING THE APCHS I'M CONVINCED THAT A HIGHER SPD WITH PWR AND A BETTER DECISION PROCESS; I COULD HAVE GONE AROUND AND DIVERTED TO ANOTHER AIRFIELD WITH THE RWY ALIGNED WITH THE WIND. I HAD 3 PAX ON BOARD; NO ONE WAS INJURED IN ANY WAY. THE ACFT HAD MINOR DAMAGE TO STABILATOR. 1 RWY EDGE LIGHT WAS BROKEN AND A TXWY SIGN KNOCKED DOWN.
