ENG QUIT DURING LNDG ROLL CAUSING THE PLT AND PAX TO HAND PULL THE ACFT CLR OF RWY. AN MLG HAD TO GAR.
Narrative
THIS RPT CONCERNS A PA28-181 ON AN IFR FLT FROM GROTON/NEW LONDON ARPT (GON) TO LONG ISLAND MAC ARTHUR ARPT (ISP). AT ARR; THE CONDITIONS AT ISP WERE 4500 BROKEN; VISIBILITY GREATER THAN 6 MI; LIGHT RAIN; WIND 070 AT 5 KTS. WHEN REACHING THE THRESHOLD OF RWY 6; PWR WAS REDUCED FROM 1200 RPM TO IDLE AND DURING THE ROLL OUT; THE ENG STOPPED. THE TWR WAS ADVISED OF THE CONDITION AND THAT I COULD NOT CLR THE ACTIVE RWY. ATTEMPTS TO RESTART THE ENG WERE UNSUCCESSFUL. AN MD-80 WAS ON 5 MI FINAL AND THE TWR ASKED THE MD-80 PLT IF HE WOULD ACCEPT RWY 33. THE REPLY WAS NEGATIVE AND THE TWR THEN PROVIDED THE MD-80 A VECTOR TO GAR. USING THE TOW BAR; MY PAX AND I THEN PULLED THE ACFT CLR OF THE ACTIVE RWY ONTO TXWY BRAVO. A FIRE AND RESCUE VEHICLE ACCOMPANIED US. AGAIN I TRIED A RESTART AND IT WAS SUCCESSFUL. THE ACFT WAS TAXIED TO THE TIEDOWN WHERE A FULL RUN-UP AND MAGNETO CHK WAS DONE. ALL CHKED OKAY. IT APPEARS THAT CARB ICE DEVELOPED WHEN PWR WAS REDUCED TO IDLE JUST PRIOR TO TOUCHDOWN. THE OUTSIDE TEMP WAS ABOUT 40 DEGS F. THE ACFT IS SCHEDULED FOR SVCING AND THE A AND P WAS MADE AWARE OF THE INCIDENT.
