ST LOUIS APCH ADVISED THEY WERE HANDLING SCOTT AFB APCHS; RADAR OFF. ASKED FOR STL ASR APCH. TOLD NOT AVAILABLE. ASKED OTHER SCOTT APPROX AVAILABILITY; TOLD ILS; GOT ILS FREQ FROM STL APCH SINCE NO MIL. PLATES IN APPROPRIATE BOOKLET. GIVEN 109.9 MH AND DIRECTED TO ILS LOC COURSE AND CLRED FOR APCH. LISTENED FOR SCOTT ATIS (DID NOT HAVE FREQ CHANGE). GOT NO ATIS; ASSUMED TWR OFF AIR. FLEW LOW APCH. CALLED STL APCH CTL FOR NEXT ILS ENRTE HOME AT PARKS/CAHOKIA (CPS) ARPT. TOLD TO CALL TWR. (EXPECTED PARKS). CALLED BY SCOTT TWR; TOLD OF POSSIBLE VIOLATION OF CLASS D AND MIL AIRSPACE. DESCRIBED ALL CONVERSATIONS WITH STL APCH. CTL TOLD TO CALL SCOTT ON PHONE LATER. APPARENT MISCOM BTWN STL APCH CTL AND SCOTT TWR AND ALSO OUR FAILURE TO GO SCOTT TWR 126.2 MH LED TO SCOTT CONSIDERING US AN ACFT IN TROUBLE (NO COM). HE SAID HE GAVE US A 'GREEN LIGHT' ON FINAL. DUE TO TWILIGHT/SUN IN BACKGND; WE DID NOT SEE GREEN LIGHT. 'NEAR MISS' COULD HAVE BEEN A FASTER (JET) BEHIND US ON FINAL; WITH SUNSET AHEAD OF US; MAKING 'SEE AND BE SEEN' DIFFICULT. OUR ASSUMPTION TWR OFF AIR WAS POOR; SHOULD HAVE TUNED (OR /AND BEEN TOLD BY STL. APCH CTL TO SCOTT 126.2 MH (MIL; TWR; FOR CLRNC ON FINAL INTO THEIR CLASS D AIRSPACE.
