POTENTIAL CONFLICT; GND INCIDENT.

Narrative

THIS INCIDENT CONSISTED OF A NEAR GND COLLISION BTWN A GRUMMAN AA1B AND A DEHAVILLAND TWIN OTTER AT THE YOLO COUNTY ARPT ON MAY/XX/94. PLEASE SEE ATTACHED MAP. THE GRUMMAN WAS TAXIING S ON THE TXWY; JUST N OF THE MID- FIELD E/W TXWY; SEE ARROW LABELED 'A.' 50 YARDS IN FRONT OF THE GRUMMAN AND AT THE INTXN OF THE 2 TXWYS; WAS A TAIL DRAGGER CESSNA; MOST LIKELY A 170; ALSO TAXIING S TO RWY 34. THE TWIN OTTER HAD JUST LANDED ON RWY 34; TURNED OFF; AND WAS TAXIING E AT A RELATIVELY HIGH SPD ON THE MID-FIELD E/W TXWY; SEE ARROW LABELED 'B.' THE TWIN OTTER FAILED TO SLOW DOWN OR STOP AT THE INTXN. THE GRUMMAN WAS FORCED TO STOP JUST SHORT OF THE INTXN. THE TWIN OTTER CROSSED IN FRONT OF THE GRUMMAN AND BEHIND THE CESSNA; TURNED N INTO THE TRANSIENT PARKING AREA PASSING BTWN A PARKED PIPER ACFT AND THE GRUMMAN. THE DEHAVILLAND'S WING APPEARED TO PASS OVER BOTH THE PIPER AND THE GRUMMAN'S WINGS. THE DEHAVILLAND NEVER APPEARED TO SLOW DOWN THROUGHOUT THE INCIDENT. IN DISCUSSIONS WITH THE PLT; AN EMPLOYEE OF XYZ SKY DIVING AND KNOWN ONLY AS 'X' (HE REFUSED ON 2 OCCASIONS TO GIVE US HIS LAST NAME); HE INDICATED THAT HE HAD SEEN ONLY THE CESSNA ACFT. TO PREVENT FUTURE RECURRENCES; WE RECOMMEND THAT PLTS SLOW DOWN OR STOP PRIOR TO ENTERING A TXWY INTXN.
