THE TAIL OF AN ACR DC-9 INTRUDED ONTO THE LNDG RWY.

Narrative

DEPARTED GATE AND WAS GIVEN RWY 12R; HOLD SHORT OF RWY 12L. WE HELD SHORT OF RWY 12L AND WERE TURNED OVER TO LCL CTL. LCL CTLR THEN INSTRUCTED US TO CROSS RWY 12L AND RWY 17 AND HOLD SHORT OF RWY 12R. AS WE WERE XING RWY 12L AND RWY 17; I NOTICED A B-737 AHEAD OF US HOLDING SHORT OF RWY 12R ALSO. I (WRONGLY) ASSUMED THAT THE LCL CTLR WOULD POS HIM ON RWY 12R; WHICH WOULD HAVE GIVEN US AMPLE SPACE TO KEEP THE TAIL OF OUR DC-9 CLR OF RWY 17 TOUCHDOWN ZONE. LCL CTLR HELD THE B-737 SHORT OF RWY 12R AND I DID NOT HAVE ENOUGH ROOM TO KEEP THE TAIL OF MY DC-9 CLR OF RWY 17. WE WERE TRYING TO FIND A BREAK IN ATC COMS TO TELL THEM THAT WE WERE NOT CLR OF RWY 17; WHEN A FALCON 10 ON FINAL TO RWY 17 INQUIRED TO TWR IF OUR DC-9 TAIL WAS STICKING OUT ON THE RWY. WE THEN TOLD TWR THAT WE COULD NOT MOVE ANY FURTHER DUE TO THE B-737. TWR IMMEDIATELY INSTRUCTED THE B-737 TO POS AND HOLD RWY 12R AND FOR US TO MOVE UP TO CLR RWY 17 AND HOLD SHORT OF RWY 12R. JUST AS OUR PWR CAME UP; I LOOKED OVER MY L SHOULDER AND SAW THE FALCON LNDG ON RWY 17. CONTRIBUTING FACTORS WERE: THE LCL CTLR WAS WORKING ARRS ON RWY 124 AND RWY 17; AND DEPS ON RWY 12R; RWY 17; AND RWY 22. I DON'T THINK THAT THE FALCON 10 SHOULD HAVE LANDED. I'M NOT HAPPY WITH WHAT HAPPENED; BUT IF WE SECOND-GUESS EVERY ATC INSTRUCTION; THE SYS WOULD NOT WORK.
