ACR X ONGOING PROB WITH TURB ENCOUNTER AND CTR WILL NOT RE-RTE.

Narrative

THIS PROB HAS BEEN GOING ON FOR MORE THAN 6 YRS. INBOUND TO OGG; ENCOUNTERED MODERATE TURB AND OCCASIONAL SEVERE AS WE APCHED S SHORE OF MAUI. AFTER LNDG I SUBMITTED A PLT RPT. UPON RETURN TO HNL SIGMET; I WAS IN EFFORT FOR OCCASIONAL SEVERE TURB BELOW 8000 S AND W ALL MOUNTAINS IN HAWAII. I ASKED THE DISPATCHER TO RE-RTE VIA N SHORES OF THE ISLANDS. THE DISPATCHER SAID CENRAP SUPVR DENIED REQUEST. I SPOKE TO THE SUPVR AND SHE DENIED MY REQUEST. I ASKED HER TO TAPE OUR CONVERSATION AND AGAIN ASKED FOR A RERTE. SHE DENIED AND BECAME VERY DEFENSIVE AND UNCOOPERATIVE. I EXPLAINED THAT A PIREP AND SIGMET WERE IN EFFECT: I ALSO TRIED TO IMPRESS UPON HER THE SAFETY ISSUES INVOLVED. SHE CONTINUED TO DENY MY REQUEST; BUT EITHER REFUSED OR WAS UNABLE TO OFFER ME ANY EXPLANATION. I THEN TOLD HER THAT TO ISSUE THE CLRNC AS FILED AND FOR ME TO FLY THE RTE WOULD BE A CLR VIOLATION OF FAR. SHE STILL REFUSED AND CLAIMED THAT SHE SAW NO SAFETY PROB. ATTEMPTS TO CONTACT CHIEF PLT AND DIRECTOR OF OPS WAS UNSUCCESSFUL. MADE CONTACT WITH FSDO WKEND DUTY OFFICER. POSSIBLE SOLUTIONS WERE EXPLORED AND WE AGREED THAT A REASONABLE SOLUTION WAS TO FLY TO MAUI AT 9000 FT AND IF VISUAL CONDITIONS EXISTED; CIRCLE TO LAND. THIS IS WHAT I DID. IRREGULARITY RPT WAS FILED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE PROB BEGAN WHEN THE CTR CHANGED PROCS 4 YRS AGO. IT'S CALLED FLOW FOR THE 90'S. ALL TFC IS RTED OVER 1 FIX. CTR IS UNABLE TO DEAL WITH ANY RERTE BECAUSE OF WX. ACR COMPANIES ARE MEETING WITH THE CTR TO TRY TO RESOLVE PROB. FACILITY SAYS CTLR WORKLOAD TO RERTE IS WHY IT IS NOT DONE.
