Narrative
DURING CLBOUT PERFORMED STANDARD CLB PROCS; INCLUDING ACCELERATING TO NORMAL CLB SPD ABOVE 10000 FT MSL. CTR CTLR CLRED US TO 'ACCELERATE TO NORMAL SPD ABOVE 17000 FT' (WE WERE THEN AT APPROX 13500 FT/320 KIAS) WHICH WAS PROBABLY A GENTLE WAY OF REMINDING US OF THE PUBLISHED SPD RESTR WHICH WE HAD FAILED TO NOTICE IN REVIEWING THE SID DURING PREDEP BRIEFING. ON THIS PROC (PDX PAGE 10-3A) THE RESTR IS CONTAINED IN CLB GRADIENT STATEMENT. STRONGLY RECOMMEND TEXT REFERRING TO SPD RESTR BE WRITTEN IN BOLD FACE TYPE OR RELOCATED TO PROMINENT LOCATION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: CALL TO FACILITY REVEALS THAT THEY ARE NOT HAVING ANY PROBS NOR ANY PLT COMPLAINTS ABOUT THE SPD RESTR. HOWEVER; THEY WILL TAKE A LOOK AT THE SID TO SEE IF THEY MAKE 250 KT SPD RESTR MORE PROMINENT. SUPPLEMENTAL INFO FROM ACN 275147: DEP CHART MAKES POOR REF (IE; NO BOLD PRINT) OF THIS RESTR. SEE TAMPA DEP CHARTS AS EXAMPLE OF GOOD REF. WE WERE NOT NOTIFIED BY CTR OR DEP CTL THAT WE WERE EXCEEDING 250 KTS; BUT WERE TOLD WE COULD RESUME NORMAL SPD READING 17000 FT MSL. THAT IS WHEN WE FOUND IT ON THE DEP CHART. WE IMMEDIATELY SLOWED TO 250 KTS. NO NOTIFICATION WAS RECEIVED THAT ANY PROBS OCCURRED DUE TO THIS SPD DEV. SUGGEST PLACEMENT OF ANY ABNORMAL SPD REQUIREMENTS/RESTRS BE IN BOLD FACE AND IN A PREDOMINANT PLACE ON DEP SID CHARTS.
