MLG ON APCH HAS TCASII RA. RESPONDS BUT MUST THEN MAKE GAR.
Narrative
WE HAD BEEN CLRED FOR AN ILS APCH TO RWY 8 AT BUR. THE INITIAL PORTION OF THE APCH WAS FLOWN IN IMC CONDITIONS. AFTER BREAKING OUT OF THE CLOUDS AND VISUALLY ACQUIRING THE ARPT WE EXPERIENCED A TCASII RA AT APPROX 2000 FT MSL. WE RESPONDED TO THE 'CLB' RA BUT BY THE TIME WE REVERSED THE DSCNT AND BEGAN CLBING THE TARGET HAD MERGED WITH OUR ACFT SYMBOL ON THE TCASII AND INDICATED A RELATIVE ALT OF '00.' WE DID NOT ACQUIRE THE TFC VISUALLY; BUT AFTER RPTING THE RA TO THE TWR WE WERE INFORMED THAT THE TFC WAS A VFR HELI WHICH HAD US IN SIGHT. THE HELI WAS APPARENTLY ON THE LOC AND GS OF THE RWY 8 APCH. WE HAD NOT PREVIOUSLY BEEN ADVISED OF THIS TFC. WE WERE UNABLE TO STABILIZE THE APCH AFTER THE RA AND EXECUTED A GAR. THIS TYPE OF INCIDENT IS A DAILY OCCURRENCE IN THE LOS ANGELES BASIN OUTSIDE THE LOS ANGELES TCA (CLASS B AIRSPACE). THE AIRSPACE IN THE LOS ANGELES BASIN NEEDS TO BE COMPLETELY REVISED. THIS IS LONG OVERDUE. WE DO NOT EXPERIENCE THIS TYPE OF EVENT IN CLASS B AIRSPACE (OR AT LEAST RARELY).
