Narrative

RPTR HAD TAKEN OFF FROM PIQUA ARPT (I17) ON IFR FLT PLAN AND WAS ABOUT 20 MI FROM PIQUA (E) WHEN R ENG QUIT. RPTR WAS RETURNING TO PIQUA ON 1 ENG AND WAS MAKING A LONG; STRAIGHT-IN APCH TO RWY 26 AT PIQUA WHEN ACFT STRUCK PWR LINES WITH NOSE GEAR. ACFT LANDED ON RWY BUT DURING ROLL- OUT; NOSE GEAR COLLAPSED DAMAGING NOSE AREA OF ACFT AND PROP TIPS. THE PWR LINES ARE ABOUT 800 FT FROM END OF RWY 26 AND RUN THROUGH A CORN FIELD. RPTR WAS ADVISED THAT WIRES WERE PREVIOUSLY MUCH HIGHER BUT THAT THEY HAD BEEN LOWERED PREVIOUSLY. THE WIRES RUN BTWN 2 CORN FIELDS AND THERE ARE NO MARKINGS ON WIRES. THEY ARE ABOUT 25 FT HIGH AND 800 FT FROM THE END OF RWY. RPTR ADVISED THAT THE WIRES DO NOT COMPLY WITH CLR-ZONE RESTRS; BUT BECAUSE IT IS A PVT ARPT IT DOES NOT HAVE TO COMPLY. RPTR DID NOT SEE WIRES PRIOR TO IMPACT; BUT IF ORANGE BALLS HAD BEEN PLACED ON WIRES; HE WOULD HAVE SEEN THE WIRES AND AVOIDED THEM. CORRECTIVE ACTION: COMPEL CLR-ZONE COMPLIANCE; PLACE ORANGE BALLS ON WIRES. PWR LINES ARE 20-30 FT ABOVE GND.
