SPI TAXIES ACROSS HOLD LINE WITHOUT CLRNC FOR TKOF.

Narrative

STUDENT WAS RECEIVING HIS FINAL PHASE CHK PRIOR TO HIS PVT PLT CHK RIDE. I ASKED HIM TO DIVERT TO THE LVK ARPT. HE HAD NOT DONE SUPERBLY ON HIS MANEUVERS AND I WANTED TO CHK HIS ARPT WORK. AFTER LNDG (WHICH WASN'T THAT GREAT) WE TAXIED BACK AFTER THE TWR SAID SOMETHING LIKE; 'TAXI BACK TO THE RWY AT YOUR OPTION.' IT WAS NOT A COMPLETELY STANDARD XMISSION. ON THE WAY BACK TO THE RWY I TRIED TO REASSURE THE STUDENT THAT THE FOUNDATIONS WERE THERE TO BE A GOOD PLT; HE JUST NEEDED MORE PRACTICE. BACKGND RADIO XMISSIONS WERE TAKING PLACE ALSO UPON REACHING THE HOLD SHORT LINE THE STUDENT DID NOT STOP. I SAID; 'HAVE YOU GOT A CLRNC?' HE SAID 'YES.' I SAID 'STOP!' BY THIS TIME THE ACFT WAS 1/2 WAY OVER THE LINE. I TOLD THE STUDENT TO CONFIRM HE HAD A CLRNC. THE TWR THEN ASKED IF WE WERE ON THE RWY. THE STUDENT SAID; 'YES.' THE TWR PROCEEDED TO MAKE CLR OUR ERROR. (I BELIEVE MY STUDENT THOUGHT THE TWR CLRED HIM FOR TKOF WHEN HE HEARD THE WORD OPTION.) I WAS IN CHK RIDE MODE AND ERRONEOUSLY STOPPED BEING IN INSTRUCTOR MODE. I WAS ALLOWING HIM TO MAKE ERRORS WITHOUT JUMPING IN TO STOP HIM FROM MAKING ERRORS; SO THAT I COULD ASCERTAIN HIS READINESS FOR THE CHK RIDE. MR. X OF THE SAN JOSE FSDO TOLD ME ON MY PART 141 CHK RIDE THAT WE SHOULD DO THIS. BUT; I WAS NOT QUICK ENOUGH TO STOP MY STUDENT FROM PROCEEDING. I SHOULD HAVE IMMEDIATELY APPLIED THE BRAKES WITHOUT QUESTION. NEEDLESS TO SAY THE STUDENT DID NOT PASS HIS CHK RIDE AND I WILL BE QUICKER IN FUTURE. I WILL ALSO REEMPHASIZE THE NEED FOR STUDENTS TO READ THE PLT/CTLR GLOSSARY IN THE AIM. QUESTION THE TWR IF IN ANY DOUBT ABOUT A CLRNC. ALWAYS STOP MOMENTARILY AT THE HOLD BARS TO DO FINAL ITEMS WHICH SHOULD INCLUDE THE QUESTION 'DO I HAVE CLRNC.' THIS WAS THE SECOND PHASE CHK I HAVE GIVEN AND THE FIRST OF ITS TYPE. I THINK SUBCONSCIOUSLY I WAS EXPECTING MORE FROM THE STUDENT AT HIS LEVEL; AND SO WAS LULLED INTO NOT BEING RIGHT THERE ON THE CTLS AS ONE WOULD WITH A BEGINNER. I FEEL AWFUL. THIS WILL NOT HAPPEN AGAIN WITH ME ON BOARD.
