RPTR CHASTISED FOR OFFERING ASSISTANCE TO LNDG ACCIDENT VICTIM ON RWY.

Narrative

THE STUDENT PLT OF ACFT; A BONANZA; DEVELOPED A PORPOISE DURING LNDG FLARE. THE PORPOISE INCREASED TO THE POINT THAT THE NOSE GEAR WAS SHEARED AND SKIDDED TO A STOP. I PERSONALLY WITNESSED THE INCIDENT AND SAW THAT THE PLT WAS NOT LEAVING THE ACFT; AND WAS NOT SECURING THE ACFT; I.E.; BEACON STILL ROTATING. THE CRASH RESCUE VEHICLES HAD NOT BEEN DISPATCHED AS OF YET; AND TAKING INTO CONSIDERATION THE AMOUNT OF SPARKS THAT CAME FROM THE AIRPLANE; TIME WAS CRITICAL. WE HAVE 2 RWYS AT FARMINGTON -- RWYS 23 AND RWY 25. RWY 23 HAD A MAINT VEHICLE ON IT; SO I KNEW THAT IT WAS INACTIVE AND WENT OUT TO THE DISABLED ACFT ON RWY 23. THE CTLR OF THE NFCT WAS IRATE; AND THREATENED TO RPT THE INCIDENT TO THE FAA. THIS IS THE PRIMARY REASON FOR THIS RPT. I WOULD LIKE TO REITERATE THAT WITH RWY 23 CLOSED DUE TO A DISABLED ACFT; AND RWY 25 CLOSED DUE TO THE MAINT VEHICLE REMOVING FOREIGN OBJECT DAMAGE; THE AIRFIELD; IN ESSENCE; WAS INACTIVE. ALL SAFETY PRECAUTIONS WERE TAKEN AND PROPER DISCRETION WAS USED. AS A FORMER FAA AIR TFC CTLR AND A CURRENT FLT INSTRUCTOR; I WOULD LIKE TO BE CLRED OF THIS INCIDENT. I ACTED PURELY ON BEHALF OF THE SAFETY OF THE STUDENT PLT; AND USED PROPER DISCRETION.
