NAV ERROR. UNAUTH PENETRATION OF AIRSPACE. PROX OF RESTR AREA MOA.

Narrative

PLT SIMPLY FAILED TO NOTICE RESTR AREA DESIGNATION. PROPER CHART WAS IN USE; BUT OVERRELIANCE ON GPS NAV RESULTED IN INFREQUENT CHART REF. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR REVEALED THAT HE HAD USED THE GPS SYS FOR NAV PURPOSES ABOUT 6 TIMES; HAVING HAD THIS PORTABLE TYPE FOR ABOUT 3-4 MONTHS. HE STATED THAT; IN HIS PREFLT PLANNING; THAT HE HAD DRAWN A LINE FROM ANTON CHICO TO TEXICO VOR THEN DIRECT TO LUBBOCK; TX. SOMEWHERE BTWN ANTON CHICO AND TEXICO HE DECIDED THAT HE WOULD PROCEED DIRECT TO CLOVIS; NM. SINCE HE HAD THE GPS HE FELT THAT HE REALLY DIDN'T NEED A CHART FOR THE DIRECT CLOVIS AND SIMPLY PLACED THE NUMBERS IN THE GPS AND WENT DIRECT. HE ADMITS TO HIS FAILURE TO REFER TO THE NAV CHART AFTER THAT; PAYING TOO MUCH ATTN TO THE GPS INSTEAD. AFTER CALLING CANNON AFB APCH CTL AND BEING ASSIGNED A XPONDER CODE; THE CTLR CALLED HIM BACK AND INFORMED HIM OF HIS AIRSPACE INTRUSION. NOTHING WAS SAID TO INFER THAT A VIOLATION WOULD BE FILED ON THIS RPTR. HE SIMPLY LOST FOCUS ON THE FACT THAT ALTHOUGH THE FIRST ATTEMPT AT FLT PLANNING CLRED ANY RESTR AREAS; A CHANGE ENRTE OR ORIGINAL FLT PLANNING MAY INFRINGE ON THE PREVIOUSLY AVOIDED AREAS.
