RPTING MLG FLC WERE FORCED TO STOP ABRUPTLY DUE TO ANOTHER ACFT TAXIING OFF RWY THROUGH A TAXI INTXN TO WHICH IT WAS NOT CLRED BY TWR.

Narrative

WE WERE TAXIING TO OUR GATE HAVING ALREADY BEEN CLRED TO CROSS AN INBOARD RWY AND RECEIVED OUR INSTRUCTIONS FROM GND CTL TO TURN R ON THE OUTER TXWY THEN L ON TXWY 31. AS WE APCHED TXWY 31 WE SAW ANOTHER ACFT THAT HAD OBVIOUSLY BEEN CLRED TO CROSS THE RWY ON TXWY 31 BUT WHO HAD NOT YET CONTACTED GND CTL. WE HAD SLOWED TO ABOUT 10-15 KTS IN ORDER TO MAKE THE TURN WHEN IT BECAME OBVIOUS THAT THIS OTHER ACFT WAS NOT GOING TO STOP AND YIELD TO US. WE WERE FORCED TO BRAKE RATHER ABRUPTLY AND CAME TO A STOP. THE OTHER ACFT ALSO STOPPED ABRUPTLY BUT CAME TO A STOP IN THE INTXN OF TXWY F AND TXWY 31 BLOCKING US. AS THE INCIDENT TOOK PLACE; GND CTL APOLOGIZED TO US PROFUSELY STATING THAT THE OTHER CAPT HADN'T TALKED TO THEM AND 'SHOULDN'T HAVE DONE THAT.' THE 'OTHER CAPT' THEN CAME ON FREQ AND SAID HE THOUGHT THE ACFT CLRING A RWY HAD PRIORITY. GND CTL CORRECTED HIM AND SENT HIM ON HIS WAY. MANY PAX COMPLAINTS WERE HEARD. THIS IS YET ANOTHER CASE OF A PLT XING A RWY AND PROCEEDING THROUGH THE FIRST INTXN WITHOUT FIRST RECEIVING INSTRUCTIONS FROM GND CTL. THE TWR AT THIS FACILITY ALWAYS TELLS US TO 'CROSS RWY 18L AND CONTACT GND POINT 8.' EVERYONE BY THIS TIME SHOULD KNOW THAT THIS DOES NOT GIVE YOU CLRNC TO TAXI PAST THE FIRST INTXN UNTIL YOU TALK TO GND AND GET CLRNC. MAYBE THE NASA NEWSLETTER CAN RE-EMPHASIZE THIS POINT -- AGAIN!
