ACR CLRED FOR THE VISUAL APCH TO CONTACT TWR; THE TWR CLRED THE RPTR TO LAND. WITHOUT TELLING THE TWR; THE RPTR DID A CIRCLING APCH AND IN THE PROCESS GOT A TCASII RA WHICH THE RPTR CONFIRMED TO AND DID A MISSED APCH.

Narrative

APCHING TRAVERSE CITY AT 1000 FT I WAS INSTRUCTED TO CALL THE FIELD IN SIGHT. THERE WAS A SOLID OVCST UNDERNEATH AND I SO INFORMED MSP CTR OF THIS FACT. THEY THEN REQUESTED US TO DSND TO 3000 FT AND RPT THE FIELD INSIGHT. THE FO WAS FLYING AND I REQUESTED HER TO DSND WHICH SHE DID. AT APPROX 3 MI AND 3000 FT WE SAW THE FIELD AND TOLD MSP OF THAT FACT AND THEY CLRED US FOR THE USUAL AND TOLD US TO CONTACT TVC TWR. WE DID AND THEY CLRED UP TO LAND; PERIOD. I INSTRUCTED THE FO TO FLY OVER THE FIELD AND ENTER A LIGHT DOWNWIND AS SHE COULD SEE THE FIELD AND COULD BETTER JUDGE THE TURNS; AND I KNEW OF NO INFO CONTRADICTING THIS MANEUVER ONCE WE WERE IN SIGHT OF THE TWR AND WERE CLRED TO LAND. WE MADE A DOWNWIND; TURNED A 4 MI R BASE AND HAD A TCASII ALERT AT OUR 11 O'CLOCK 250 FT ABOVE US LESS THAN A MI AWAY. I INSTRUCTED HER TO TURN R AND GO DOWN INDICATED BY OUR TCASII WHICH SHE DID. SHE STATED SHE HAD LAST SIGHT OF THE FIELD DUE TO CLOUDS AND HAZE AND SUN AND I SO INFORMED TVC TWR AND EXECUTED A MISSED APCH AND TVC TOLD US TO CLB TO 3000 FT AND MAINTAIN HDG 280 DEGS. WE DID REESTABLISH CONTACT WITH THE RWY AND LANDED. EVERY DAY I AM CLRED FOR USUAL APCHS AND AM GIVEN NO SPECIFIC INSTRUCTIONS AND MAKE WHATEVER TURNS NECESSARY TO LAND.
