Narrative

THE LEESE ARR; WHICH IS ONE OF ONLY 2 ARR STARS INTO ORLANDO; DOES NOT CLR MIL AIRSPACE (KNOWN AS THE PALATKA 1 MOA). ACFT ON CTRLINE OF LEESE ARR ARE NOT SUFFICIENTLY CLR OF THE MOA FOR THE ARR TO BE USED; HOWEVER; THE ARR (LEESE 8) IS NEVER CLOSED WHEN THE AIRSPACE IS IN USE. WITH THE AMOUNT OF TSTM ACTIVITY IN THIS PART OF FL DURING SUMMER MONTHS; IT IS ALMOST IMPOSSIBLE FOR PLTS TO STAY W OF CTRLINE OF THE LEESE TO AVOID THE MOA. IN THIS INCIDENT; ACR X WAS 4 MI E OF THE LEESE ARR; THUS RESULTING IN AN OPDEV. CORRECTIVE ACTION: EITHER REALIGN THE PALATKA MOA SO THAT THE LEESE ARR IS CLR OR CLOSE THE LEESE ARR WHEN THE MOA IS IN USE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE LEESE 7 ARR DOES NOT CLR THE BUFFERED AIRSPACE FROM R- 2907. THE DISTANCE TO THE EDGE OF THE RESTR IS 2 4/10 MI. WHEN THE AREA IS HOT; CTLRS ARE REQUIRED TO VECTOR AWAY FROM THE RESTR AIRSPACE OR USE VERT SEPARATION UNTIL CLR THEN ISSUE A HIGH RATE OF DSCNT TO COMPLY WITH ARR LOA FOR MCO APCH CTL. CTR AND MIL ARE NEGOTIATING MOVING THE EASTERN BOUNDARY 10 MI W.
