NMAC BTWN AN ATX JET THAT PULLED OUT IN FRONT OF FLT OF 2 TRAINING ACFT ON A SHORT FINAL AT AN UNCTLED ARPT.

Narrative

ON JUL/FRI/94 I WAS LEADING A 4 SHIP; T-28; PRE-OSHKOSH TRAINING FORMATION OUT OF JAC. ON RETURNING TO JAC FROM THE N; I ANNOUNCED ON UNICOM 122.8 OUR FLT OF 4'S POS AT LEAST 4 TIMES AND SET UP MY FLT ON A 5 MI INITIAL FOR RWY 18. I BROKE UP THE FLT INTO 2; 2-SHIP ELEMENTS. I ANNOUNCED ON UNICOM THAT WE WERE MAKING SECTION LNDGS ON RWY 18 AND WERE 5 MI; AND LATER; 1 MI; STRAIGHT-IN; 4 PLANES; FULL STOP RWY 18. THERE WAS A CITATION RUNNING UP FOR A RWY 18 IFR DEP. SHE; THE CITATION PLT; CALLED THAT SHE WAS DEPARTING RWY 18. I CALLED HER AND SHE ACKNOWLEDGED SHE WOULD WAIT FOR US. WE LANDED THE FIRST SECTION AND; AS WE PULLED OFF RWY 18; WE SAW THE CITATION LIFTING OFF RWY 18 WITH 2 T-28'S TO HER L ON A 150 FT WAVE-OFF. WE HAD PULLED ON THE RWY IN THE MIDDLE OF A 4 PLANE LNDG; CAUSING A VERY DANGEROUS GAR FOR THE 2 T- 28'S. I WAS RATHER ANGRY AND TOLD HER ON UNICOM THAT SHE HAD ALMOST CAUSED AN ACCIDENT AND 2 T-28'S HAD GONE AROUND AT 150 FT AND 1/4 MI. SHE REPLIED THAT SHE WAS ON AN IFR FLT PLAN AND IN A HURRY. ONE OF THE OTHER T-28 PLTS ASKED IF SHE KNEW WHAT THE WORD COURTESY MEANT. SHE SAID UNICOM IS ONLY ADVISORY AND BASICALLY; SHE COULD DO WHATEVER SHE WANTED. SHE NEVER ANNOUNCED ON UNICOM HER INTENTION TO DEPART 18; SHE JUST TOOK THE RWY AND TOOK OFF. AFTER THE REMAINDER OF THE FLT LANDED; IN OUR DEBRIEFING; WE DISCUSSED THE SIT. WE TALKED TO FBO X AND THEY TOLD US THE CITATION WAS WITH FBO Y OUT OF CINCINNATI; OH. UPON RETURNING TO LAS CRUCES; NM; ON TUE; I CALLED AND TALKED TO MS X AT FBO Y AND SHE CONFIRMED THAT THEIR ACFT WAS IN JAC AT THAT TIME PERIOD AND IT WAS PLTED BY A FEMALE PLT. I ASKED HER TO HAVE THEIR OPS OFFICER CALL ME TO DISCUSS SAFETY. I GAVE HER MY NUMBER; HOWEVER; HE HAS NOT RETURNED MY CALL.
