LCL PLT ALLEGED THAT PART 91 PLT LANDED BELOW VISIBILITY MINIMUMS.

Narrative

LEFT MEM FOR 2I4 AT XA30Z; UNEVENTFUL FLT CLR UNTIL 40 MI SW OF 2I4; GND FOG AROUND DEST; STARTING TO BREAK UP; WX IMPROVING; HOWEVER; RPTED WX AT 2I4: W 2X 1/8 CALM WIND. WAS GIVEN CLRNC FOR ILS RWY 4 (MINIMUMS: 20 1/2 MI) APCH; COULD SEE GND IN SPOTS. THEY HAD NOT UPDATED WX WHEN I SHOT APCH. UPON REACHING MINIMUM DSCNT ALT; LOOKED UP SAW APCH LIGHTS AND THRESHOLD. MY INFLT VISIBILITY WAS 3/4 MI. LANDED UNEVENTFULLY. TAXIED INTO FBO; GOT FUEL. ONE OF THE LCLS HANGING AROUND LOUNGE; WAS TELLING ME I LANDED BELOW MINIMUMS. WAS TOLD TWR RPTS TO FAA ALL LNDGS LESS THAN 1/2 MI VISIBILITY. I FELT QUITE JUSTIFIED IN LNDG AS I TOLD TWR THAT MY INFLT VISIBILITY WAS 3/4 MI ON TAXI-IN AND I HAD RWY ENVIRONMENT IN SIGHT AT DECISION ALT. I KNOW THAT VISIBILITY MINIMUMS CTL LNDG UNLESS A CEILING IS REQUIRED; BUT THAT MEANS FLT VISIBILITY; AS A PART 91 OPERATOR; I CAN BEGIN APCHS IF WX IS RPTED BELOW MINIMUMS. WITHOUT RVR ON A RWY OBSERVED VISIBILITY CAN BE QUITE VARIABLE; ESPECIALLY FOG IN MORNING AS SUN RISES. I DON'T KNOW IF FAA WILL PURSUE IT OR NOT. I WISH WX OBSERVER AT SOME OF THESE SMALLER FIELDS WERE MORE TIMELY ESPECIALLY WHEN IT IS CHANGING RAPIDLY.
