LEAR-24 JET BLASTS A C-150 OVER ON IT'S WINGTIP DURING RAMP OP RAMP DEP PROC.
Narrative
I LANDED AT DESTIN FT WALTON BEACH ARPT AT APPROX XY00 PM LCL TIME. I PARKED THE LEAR 24 AS DIRECTED BY THE FBO/UNICOM OPERATOR. THE LEARJET WAS PARKED BY ME WELL CLR OF ALL ACFT AND THERE WERE NO ACFT PARKED IMMEDIATELY EITHER SIDE OF ME. I WAS PARKED AT THE END OF A LINE OF ACFT. MY ACFT WAS THEN FUELED BY THE FBO OPERATOR. APPROX 30 MINS AFTER LNDG; I NOTIFIED THE FBO LINE CREWMAN THAT I WANTED TO DEPART AND THAT I NEEDED A GND PWR UNIT FOR STARTING OF MY ENGS. THE LINE CREW MAN PLUGGED A GPU INTO MY ACFT. I THEN BOARDED THE LEARJET WITH MY COPLT AND AFTER SHUTTING THE DOORS; PROCEEDED WITH THE STARTING OF THE ENGS. THE FBO'S LINE CREWMAN UNPLUGGED THE GPU AT MY COMMAND AND THEN HE WALKED BACK IN FRONT OF MY ACFT AND DIRECTED ME TO TAXI OUT OF MY PARKING SPOT AND THEN DIRECTED ME TO MAKE AN ALMOST IMMEDIATE R TO TURN ONTO A TXWY LINE THAT WAS PERPENDICULAR TO MY POS. AFTER TURNING TO THE R; THE UNICOM OPERATOR AND AN EMPLOYEE ON THE GND SIGNALLED FOR ME TO STOP AND SHUT DOWN THE ENGS; WHICH I DID. SOMETIME BTWN THE TIME I FIRST PARKED AND THEN STARTED TO TAXI FOR DEP; THE FBO/OPERATOR HAD PARKED A CESSNA 150 TO THE L OF MY LEARJET. THE FBO/OPERATOR NEGLECTED TO TIE DOWN THE WINGS OF THE CESSNA 150. AFTER DEPARTING MY ACFT; THE FBO OPERATOR TOLD ME THAT MY EXHAUST BLAST HAD CAUSED THE CESSNA 150 TO TIP TO THE L AND THAT THE CESSNA 150'S L WING TIP HAD TOUCHED THE GND. THE CESSNA 150 WAS IN A NORMAL POS WHEN I VIEWED IT AND THERE WERE NO PAX ON BOARD DURING THE OCCURRENCE. I USED NORMAL STARTING PROCS AND STARTED AND CONTINUED MY TAXI IN A NORMAL WAY. THE FBO/OPERATOR SHOULD HAVE TIED DOWN THE WINGS OF THE CESSNA 150 OR PARKED IT SOMEPLACE ELSE OR TOWED MY ACFT TO A DIFFERENT SPOT ON THE ARPT.
