ENG FAILURE ON TKOF.

Narrative

AFTER START OF #2 ENG; ALL ENG INDICATIONS APPEARED NORMAL; EXCEPT 'R ENG OIL FILTER BYPASS' ANNUNCIATOR FOR APPROX 1 MIN. #1 ENG ALSO STARTED NORMALLY. DEPARTED GATE AT XX17 PDT WITH 23 PAX PLUS A CREW OF 3. TKOF WT WITH FUEL (2200 LBS) WAS 25791 LBS. OAT WAS 58 DEG FAHRENHEIT; WIND CALM; ALTIMETER 29.98. ABOUT 7 MINS LATER; AFTER PERFORMING CTOT/APR AND AUTO COARSEN/P3 TESTS AND REQUIRED CHKLISTS; A METHOD 'A' TKOF WAS PERFORMED ON RWY 25. AT 100-200 FT; THE R ENG MADE POPPING NOISES AND THE FO NOTICED A STEADY YAW TO THE R. SBA TWR THEN ASKED IF WE'D LIKE TO RETURN TO THE ARPT AND IF WE'D LIKE ANY OTHER ASSISTANCE. WE REQUESTED TO RETURN AND THAT WE'D LIKE CRASH/FIRE/RESCUE EQUIP STANDING BY. OBSERVED ENG INDICATIONS WERE APPROX 10 PERCENT TORQUE ON R ENG AND 107 PERCENT ON L ENG. R PROP RPM WAS 600-800 RPM WITH NEAR ZERO PROP OIL PRESSURE AND R WILD FREQUENCY AC GENERATOR OFF-LINE. AT 400-500 FT; PWR LEVER WAS RETARDED TO FLT IDLE AND CONDITION LEVER PLACED IN FUEL OFF POS. THERE WAS NO INDICATION OF FIRE. UNFORTUNATELY; DUE TO THE SHORT DURATION FROM V1 TO ENG FAILURE; CLOSE PROX TO THE GND; LOW CEILING AND DESIRE TO REMAIN IN VISUAL CONDITIONS; I WAS NOT ABLE TO RECALL SPECIFIC ENG INDICATIONS. THE APPROPRIATE EMER CHKLISTS WERE PERFORMED AND THE ACFT WAS LANDED WITHOUT FURTHER INCIDENT. SBA TWR AND CRASH/FIRE/RESCUE CREWS RPTED 'PRETTY LONG' FLAMES EXITING THE R TAILPIPE. THOUGH NOBODY COULD ESTIMATE THE LENGTH OF THE FLAMES; SBA TWR RPTED THAT THE ACFT TOOK ON THE APPEARANCE OF A COMET.
