FLC OF MLG STOPPED ASSIGN SID CLB IN RESPONSE TO TCASII RA. NMAC.

Narrative

WE WERE EXECUTING A DRAKE 6 DEP OUT OF PHX AND HAD JUST BEEN ISSUED A CLRNC TO FL240. AT THE TIME WE WERE ESTABLISHED ON THE PXR 336 DEGS R. WE HAD JUST BEEN ISSUED A CLRNC PRESENT POS; DIRECT HECTOR AND WERE EXECUTING A CLBING L TURN. PASSING THROUGH 12400 FT WE RECEIVED A TA AT OUR 10 O'CLOCK POS. WE IMMEDIATELY RECEIVED A RA TO STOP CLB; FOLLOWED BY 'DSND; DSND.' MY RESPONSE TIME WAS LESS THAN 3 SECONDS. OUR ASCENT TOPPED OUT AT 12900 FT AND THE TCASII DISPLAY INDICATED THAT THE TARGET ACFT WAS 400 FT ABOVE US. DURING THIS TIME WE WERE IMC; AND OUR RATE OF CLB WAS AT LEAST 2000 FPM. WE WERE EQUIPPED WITH B-1 ENGS; AND WE HAD BEEN ON AN 'EXPEDITE THROUGH...' CLRNC ON USING B-2'S AND LIGHT WE MAY WELL HAVE NOT STOPPED OUR CLB BY 12900 FT.' I ASKED THE FO TO REQUEST ATC TO FOLLOW THE FLT PROGRESS OF THE TARGET ACFT. FOLLOWING OUR ARR IN BURBANK; THE FO CONTACTED ZAB BY PHONE. PLEASE BE ADVISED THAT I DO NOT HOLD ATC RESPONSIBLE FOR THE 'EVENT.' THEY WERE VERY HELPFUL AND PROFESSIONAL. THIS WAS ONE OF THOSE 'CATCH-22' SITS THAT COULD HAVE ENDED TRAGICALLY.
