FLT UNABLE TO CONTACT ATC USING ALL FREQS AVAILABLE.

Narrative

FLYING SBOUND ON NA300 BTWN REMIL AND PALES (APPROX 400 NM) WE WERE UNABLE TO RPT OUR POS TO THE CTLING AGENCIES DESPITE USING AND TRYING EVERY AVAILABLE VHF PLUS HF FREQ AND INCLUDING RELAY ATTEMPTS BTWN OTHER ACFT. TO IMPROVE COMS AND SAFETY IN THIS AREA SOME IMPROVEMENT IN GND FACILITIES IS NEEDED BY 'PORTO VELHO CTR' IF THEY WANT TO KNOW WHO IS FLYING THROUGH THEIR AIRSPACE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THAT IT SEEMS LIKE THIS AREA ALWAYS HAS PROBS WITH COM. ACFT BROADCAST IN THE BLIND TO GIVE POS RPTS SINCE 1 IS NEVER SURE WHO MIGHT BE THERE. 1 OF THE COMPANY PLTS HAD AN NMAC WITH OTHER ACFT 200 FT AWAY. A FLT CAN GO FOR AN HR WITH NO CONTACT WHATSOEVER EVEN THOUGH FLC IS CONSTANTLY TRYING FOR CONTACT ON THE MANY FREQS AVAILABLE. THIS IS GEOGRAPHICALLY A REMOTE AREA AND IN ADDITION TO PERHAPS HAVING POOR EQUIP RPTR FEELS THE CTLRS MIGHT BE ASLEEP SINCE IT IS ABOUT XA00 AM WHEN HIS FLT GOES THROUGH. 1 CAPT RECEIVED A NOTICE FROM THE COMPANY THAT A LETTER HAD BEEN RECEIVED SEVERAL MONTHS AFTER A FLT INDICATING THEY HAD NOT MADE POS RPTS. THIS IS SIMPLY NOT TRUE; THE FLCS ARE ALWAYS TRYING TO MAKE CONTACT AND GIVE POS RPTS OFTEN WITH NO SUCCESS.
